Job Summary

Reporting to the Manager, Zoning & Zoning Administrator, the Technician is the primary contact for customers seeking zoning information and application submission support. This role provides customer‑focused guidance on zoning requirements, application processes, and submission standards at customer service counters, through 311 requests, and across other inquiry channels. By delivering accurate front‑end advice and technical research, the position helps applicants understand expectations, prepare complete submissions, and avoid unnecessary delays.

 

The Technician reviews certificates of occupancy and preliminary zoning review materials to ensure applications meet minimum submission requirements. This role also supports internal service delivery by coordinating Examiner and Planner comments for Committee of Adjustment hearings and preparing research, correspondence, and supporting documentation for supervisor and manager review.

Duties and Responsibilities

Application In-take Screening

  • Review application materials (site plan, floor plans, elevations, letters of use, etc) for certificates of occupancy, preliminary zoning reviews, and pool permits to ensure applications meet minimum submission requirements.
  • Prepare comments for applicants identifying additional information required for application acceptance.

 

Customer Service

  • Provide zoning information research and application process guidance through counter, email, and telephone inquiries.
  • Respond to a wide range of zoning inquiries and deliver plain-language guidance to applicants, property owners, builders, design professionals, and other stakeholders.

 

Business Support Services

  • Collects and analyzes application and inquiry data for management.
  • Participate in team discussions to share insights and develop best practices.
  • Support a collaborative, learning-oriented team environment by sharing knowledge and engaging in continuous professional development.
  • Contribute to sectional business improvement projects.

Skills and Qualifications

Education

  • Diploma or four-year degree (preferred) in Architecture, Engineering, Law or Planning.

 

Experience

  • Minimum 1-3 years in the planning/building industry or municipal environment.
  • Direct experience reading architectural plans and zoning by-laws.

 

Knowledge & Technical Skills

  • Interpreting architectural/civil drawings, site plans, surveys, and specifications.
  • Knowledge of municipal zoning by-laws, the Planning Act, and the Building Code Act/Ontario Building Code (as they relate to zoning) and other regulatory laws.
  • Proficient written and verbal communication, including technical report writing and plain-language explanations for diverse audiences.
  • Customer service strength, including conflict resolution and problem solving.
  • Demonstrated ability to work effectively in a team environment, contribute to shared goals, and support colleagues in achieving collective success.
  • Proficient with MS Office, GIS and CAD. Experience with digital permitting/ePlans is an asset.

Hourly Rate/Salary: $ 70,807.00 - $ 94,410.00
