Job Summary

This position is responsible for the development, coordination, and implementation of comprehensive training programs for the entire Enforcement Division

Duties and Responsibilities

  • Ability to design engaging and effective training programs using a variety of formats (e.g., instructor-led, hybrid). Familiarity with adult learning principles, course design methodologies, and multimedia tools to create engaging and interactive training materials.
  • Proficient in assessing organizational and staff training needs through surveys, interviews, performance reviews, and job analyses to identify gaps in skills and knowledge.
  • Skilled in developing curriculum and training content tailored to various learning styles, ensuring the material is relevant, clear, and practical for Enforcement Division staff.
  • Strong written and verbal communication skills to present information in a manner that is understandable, impactful, and engaging for a variety of audiences. Ability to simplify complex information and policies for diverse learner groups.
  • Experienced in delivering presentations, leading training sessions, and facilitating discussions in both formal and informal settings, including large groups, small teams, and one-on-one coaching.
  • Advanced skills in Microsoft Word, Excel, PowerPoint, and Outlook for creating training documentation, reports, and presentations.  Competent in using platforms like Zoom, Microsoft Teams, or other virtual tools for conducting remote training sessions, webinars, and meetings.
  • Ability to identify, evaluate, and collaborate with external vendors for specialized training or certification programs. Skilled in negotiating contracts, coordinating schedules, and ensuring that vendors deliver high-quality services on time.
  •  Experience in working with internal subject matter experts to develop accurate and relevant training content and to ensure the program reflects current policies, procedures, and best practices.
  • A solid understanding of enforcement policies, local regulations, safety protocols, and compliance standards that are essential to the Enforcement Division's operations. This knowledge helps to ensure that training aligns with legal and ethical guidelines.
  • Familiarity with the unique challenges and nuances of working within a public sector organization, particularly in the context of municipal government operations.
  • Proficient in evaluating the effectiveness of training programs using both qualitative and quantitative methods. Ability to design and implement post-training assessments, surveys, and feedback mechanisms to assess the success of the training and identify areas for improvement.
  • Skilled in analyzing training results and generating reports to track employee progress, identify knowledge gaps, and recommend targeted solutions for skill development.
  • Adept at using evaluation data to improve training content, delivery methods, and overall program effectiveness. Ability to adapt and refine programs in response to feedback and performance metrics.

Skills and Qualifications

  • Post-secondary degree or diploma in Law Enforcement, Education, Public Administration, or a related field.
  • A minimum of 3 years of experience in a training coordinator or similar role, preferably within the public sector or law enforcement.
  • Experience in designing and delivering training programs, including developing training materials and conducting evaluations.
  • Strong knowledge of adult learning principles and training methodologies.
  • Excellent verbal and written communication skills with the ability to present information in a clear, engaging, and effective manner.
  • Strong organizational and project management skills with the ability to manage multiple priorities and meet deadlines.
  • Ability to work independently as well as collaboratively with a diverse group of individuals and teams.
  • Proficiency in using learning management systems (LMS), Microsoft Office Suite, and other training-related technologies.
  • Knowledge of enforcement policies, procedures, and regulations is an asset.
  • Certification or training in instructional design, adult learning, or related fields is a plus.
  • Ability to adapt to changing organizational needs and learn new technologies and systems quickly.
  • Time Management: Ability to manage multiple training projects simultaneously while meeting deadlines, balancing priorities, and responding to evolving organizational needs.
  • Event Coordination: Skilled in organizing training events, including logistics, scheduling, and resource management to ensure smooth execution.
  • Resource Allocation: Effective at managing training resources (e.g., facilities, materials, technology) to maximize efficiency and minimize costs.
  • Relationship Building: Ability to create a supportive and inclusive learning environment, fostering a sense of trust and collaboration among training participants.
  • Conflict Resolution: Skilled in managing difficult or sensitive situations with trainees, including addressing performance issues or challenges with a calm and solution-focused approach.
  • Agility: Ability to quickly adjust training strategies and approaches based on evolving needs, new policies, or changes in technology and tools.
  • Problem-Solving: Creative and resourceful in overcoming training obstacles, whether related to resource limitations, participant engagement, or changes in organizational priorities.
  • Self-Motivation & Initiative: Ability to work independently with minimal supervision, taking initiative to develop and implement new training initiatives that contribute to the division's success.

Hourly Rate/Salary: $ 78,602.00 - $ 104,806.00
