Technologist, Operations & Maintenance Program

Job Summary

Reporting to the Supervisor, Operations and Maintenance Program Coordination, the successful candidate will assist in delivering operational, maintenance and seasonal programs for the division and assist with customer service. These programs include minimum maintenance standards inspections, stormwater infrastructure assessments, vacuum leaf collection, winter maintenance, clothing committee, and customer care. The Technologist will be assigned to a specific portfolio of programs but will be required to assist with implementation of all the various programs within the portfolio of the Operations and Maintenance Program Coordination section, as required.

Duties and Responsibilities

  • Organize, plan, schedule, coordinate and assist in delivering various operations and maintenance programs including the stormwater maintenance program, winter maintenance program, vacuum leaf collection program (VLCP), customer care and MMS program
  • Undertake necessary assessment of assets under the various programs and document condition
  • Determine need, identify assets in need of attention and triage action required to the appropriate group
  • Demonstrate sound decision making to ensure that the required course of action is resolute
  • Provide functional guidance to staff assigned to assist in the administration of the various operations and maintenance programs
  • Evaluate options and provide recommendation to areas requiring critical attention as well as follow-up and escalate unaddressed issues to the Supervisor.
  • Conduct visual assessment of program routes, update maps, coordinate communications and assist Works Operations and Works Maintenance in delivering the programs.
  • Coordinate Minimum Maintenance Standards (MMS) inspections, including organizing MMS routing assignments to ensure adequate coverage to meet MMS inspection frequency requirements, ensuring adequate records are maintained, leading the annual sidewalk inspection program all in compliance with the MMS for Municipal Highways O. Reg. 366/18 and established road maintenance standards
  • Assess concerns received through service requests, use sound decision making to determine the appropriate level of action and assign to the appropriate team for resolution
  • Respond within service levels to service requests from residents, Mayor, Councillors, senior management, internal departments and external agencies.
  • Update service request with notes and photos; resolve requests.
  • Support rotational on call as part of the Winter Management Program supporting the operation by working shifts, evenings and weekends, during the winter season.
  • Assist Works Yards in organizing/planning of work to be carried out on a daily/weekly basis for programs
  • Provide technical guidance on operations and maintenance activities undertaken by the Works Operations section
  • Assist as needed in the delivery of the various operations and maintenance programs
  • Respond to requests for documentation in examination for discovery cases and participate as required.
  • Attend Examination of Discovery meetings as required

Skills and Qualifications

  • Successful completion of diploma in Civil Engineering Technology from a recognized Community College or a University Degree.
  • Possess Membership in the Ontario Association of Certified Engineering Technicians and Technologists as a Certified Engineering Technologist (C.E.T.) or working towards. A P.Eng also meets the requirement.
  • A minimum of five years of progressive experience in engineering, construction or operations within a municipal setting or in a comparable environment with similar scope, scale and accountability is required.
  • Understanding of right-of-way operations and maintenance activities, procedures and materials used;
  • In depth knowledge of the Minimum Maintenance Standards for Municipal Highways O. Reg 366/18.
  • Strong organizational skills with the ability to manage multiple competing tasks;
  • Demonstrated ability to carry out measurements and maintain records of such;
  • Proven time management, administrative skills with an aptitude for details organizational and analytical skills;
  • Must have strong computer skills/aptitude in office software and job-related software (i.e. Excel, Word, INFOR, Outlook);
  • Knowledge of the Ontario Traffic Manual would be an asset;
  • General knowledge of the Occupational Health and Safety Act and familiarity with provincial road maintenance standards;
  • Must be available to work flexible hours (i.e. shiftwork and/or weekends/holidays).  This position supports a 24/7 operation.
  • Must be able to work independently or as part of a team;
  • Must possess a valid Ontario Class ‘G’ driver’s license with a clean record.
  • Must demonstrate good interpersonal and communication skills along with strong customer service and conflict resolution skills to deal with staff and members of the public
  • Demonstrated ability to effectively work in a team environment while being self-motivated and cooperative.
  • Knowledge of City's policies and procedures is an asset

Hourly Rate/Salary: $ 78,602.00 - $ 104,806.00
