Job Summary

The City’s Digital Services Team is looking for a passionate, energetic and talented Technical Business Analyst to join our dynamic agile team. Reporting to the Project Manager, you will be working closely with our development team to design and help build new online services while supporting existing production capabilities.
As a Technical Business Analyst, you will be working closely with business units and various stakeholders to analyze requirements, craft user stories and acceptance criteria and helping our development team deliver projects that meet the business / end-user requirements. Wearing the scrum master hat on, you will be supporting the project manager and the team in planning, design and execution of sprints, creation and prioritization of backlogs, helping the team live by agile principles and practices.

 

Duties and Responsibilities

The successful candidate will:

  • Facilitate collaborative sessions with large and diverse business stakeholder groups to gather requirements and prioritize it using MoSCow technique
  • Elicit and document (user stories, story maps, etc.) high level and detailed requirements including process/data flows (as-is, future state) 
  • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs
  • Recommend solutions that satisfy sponsor/stakeholder needs, continually exploring and assessing options for value-add for clients 
  • Prepare business and system use case documentation & lead/participate in the high-level design. Lead requirements and use case walkthroughs
  • Prepare/Review User Interface Functional Specifications 
  • Prepare data flow diagrams or equivalent process flow diagrams 
  • Define and document data definitions (including data attributes, validation rules, data relationships)
  • Ensure business requirements are traceable through specifications, solution design, and acceptance criteria / test cases 
  • Experience in creating business case - definition and analysis, define standard operating procedure
  • Build and maintain a repository of reusable requirements documentation (such as Scope Modelling, Business Process Modelling, Use Cases, Data Requirements, Business Rules Analysis, Non-Functional Requirements, User Stories, Story Mapping, Acceptance Criteria) to support other current and future initiatives
  • Work as a liaison among various business and technology teams to ensure strategic alignment for the technical solutions being considered/implemented
  • Support UAT and release management (including post implementation verification)
  • Coordinate testing with dependent systems and delivery teams
  • As a Scrum master, you will: 
  • Model and promote Agile principles and scrum practices
  • Plan and manage sprints for the scrum team
  • Lead the scrum team in various scrum ceremonies including Daily Stand-ups, Sprint Planning, Grooming, Demos and Retrospectives
  • Foster self-organization within the scrum team
  • Mentor and model the advantages of Agile in the successful delivery of working code
  • Actively manage the delivery of value-based stories throughout the cadence of sprints and iterations
  • Create and manage artifacts including backlogs, sprints, epics, stories, releases, planning, and reporting, burndown charts and sprint velocity
  • Remove impediments to delivery success through the proactive management of external dependencies
  • Work with team on continuous improvement of processes and tools to optimize team productivity
  • Embrace change, influence and work with team members in an agile mindset.

Skills and Qualifications

  • Graduate or post- graduate degree in Business Analysis, Computer Science or any related field; competence in IT with a technical background 
  • Minimum 5+ years working as a Business Analyst or Business Systems Analyst to support application build and requirements management on large and complex projects required
  • Experience as a Technical BSA (not just functional B/A)
  • Scrum certification with 2+ years of experience in agile and scrum methodologies
  • 3+ years discovering user needs, requirements analysis, negotiation, writing/splitting stories, estimating story points, analysis, planning, design, testing, committing to delivering in 2-week sprints.
  • 2+ years of experience with data querying and data analysis (MySQL, SQL or Oracle) preferred
  • IIBA certification or equivalent preferred
  • Experience with functional, regression and integration testing
  • Exposure to API’s/Microservices architecture 
  • Exposure to AWS cloud architecture 
  • Experience with tools (Swagger, Postman etc.), writing API Specification with Swagger
  • Proficiency in MS Office, Service Now, JIRA, Azure DevOps and Confluence applications
  • Proficient with UML Diagrams: Use case diagrams, Activity Diagrams, Business process Model, and Notation, prototypes, wireframes using Microsoft Visio and Lucid Chart
  • Excellent communication skills, inquisitive nature and comfort challenging current practices
  • Strong analytical and problem-solving skills 
  • Nice-to-have 
  • Working knowledge of DevOps and CI/CD principles and toolset is an asset
  • Knowledge of SQL and reporting tools (e.g. Crystal reports, BO Objects).

Hourly Rate/Salary: $ 86,858.00 - $ 115,812.00
