Job Summary
This is a permanent night shift position, working from 8:30PM to 6:30AM on a rotating two-on, two-off, three-on schedule, in support of Platoon F.
Under the direction of the Manager, Parking Enforcement, this position is responsible for leading and supervising a team of Parking Enforcement Officers to ensure effective enforcement of municipal by-laws. The role focuses on promoting compliance with the City’s policies, procedures, standard operating practices, and the Collective Agreement, while fostering a safe and respectful community environment.
Duties and Responsibilities
- Provide supervision, coaching, discipline, and training to Parking Enforcement Officers. Conduct monthly one-on-one reviews and manage performance evaluations for full-time and part-time staff, ensuring proper documentation is maintained.
- Oversee activities such as towing, property sign inspections, Infor and Permit/Consideration monitoring, and handling escalations.
- Track ticket issuance and officer performance to meet departmental objectives. Analyze daily activities to ensure effective time management and provide regular updates to the Manager.
- Develop and maintain staff schedules, approve vacation requests, and coordinate with other supervisors to ensure adequate shift coverage. Update electronic schedules daily.
- Conduct initial investigations of complaints, prepare findings, and report them following the established complaint process.
- Investigate and respond to inquiries from the Mayor, Council Members, staff, and the public regarding parking infractions or disputes, ensuring adherence to Communications Protocol.
- Provide updates to officers and ensure consistent application of City traffic and parking by-laws. Monitor proactive enforcement activities to maintain compliance.
- Work with Health and Safety representatives to enforce safety measures, conduct monthly inspections, and ensure compliance with safety protocols.
- Oversee the maintenance and safety of departmental equipment, including vehicles, radios, and other tools. Report deficiencies, damages as required.
- Attend accident/incident scenes, debrief officers, complete required documentation, and provide timely reports to stakeholders and the Manager.
- Recommend operational improvements and participate in staff committees, including Traffic Safety Council and Joint Health and Safety Committee, to enhance departmental effectiveness.
- Advise the Manager on field operations, enforcement trends, and procedural issues. Prepare reports and findings as needed.
- Present evidence in Ontario Court (Provincial Division) as required.
- Enforce traffic by-laws by issuing parking infraction notices in emergencies.
Skills and Qualifications
- Diploma in Law Enforcement/By-law Enforcement or a related field, with a minimum of 5 years of experience in municipal by-law enforcement, or an equivalent combination of education and experience.
- At least 3 years of demonstrated supervisory, leadership, and team-building experience.
- Strong understanding of municipal parking enforcement by-laws and the Provincial Offences Act, Part II.
- Proficiency in MS Word/Excel applications, and familiarity with Infor, gtechna, and iPad tablets is preferred.
- Excellent communication, presentation, and problem-solving skills.
- Strong investigative skills for internal and external inquiries.
- Ability to handle confrontational or sensitive situations with discretion, tact, and diplomacy.
- Capability to identify issues and develop effective response strategies.
- Valid Ontario Driver’s Licence with a clean driving record acceptable to the City.
- A clear criminal record certificate may be required, at the candidate’s expense, to verify the absence of a criminal record for which a pardon has not been granted.
Hourly Rate/Salary: $ 86,858.00 - $ 115,812.00
