Supervisor, Operations & Maintenance Program Coordination

Job Summary

Under the supervision of the Manager, Operations and Maintenance Program Coordination, the successful candidate will oversee and lead a team in the administration of the various operational, maintenance and seasonal programs for the section. These programs include minimum maintenance standards inspections, stormwater infrastructure inspections and maintenance, vacuum leaf collection, winter maintenance, customer care and worker clothing. This will include ensuring that staff are adequately trained, equipped and capable to undertake various activities such as inspections, compiling documentation and adequately reporting and triaging requests.  The Supervisor will be responsible for a specific portfolio of programs but will be required to assist with implementation and execution of all the various programs within the portfolio of the Operations and Maintenance Program Coordination section, from time-to-time.

Duties and Responsibilities

•    Provide leadership, supervision, mentoring, coaching and training to full time and temporary staff
•    Manage staff issues effectively, including recruitment, development, performance/behavior management and progressive discipline.
•    Ensure compliance of assigned staff with all occupational health and safety standards and procedures including scheduling of appropriate training.
•    Assist the manager in developing and improving upon new and existing programs
•    Ensure programs are designed and executed to meet legislated requirements and/or approved levels of service.
•    Ensure standard operating procedures (SOP’s) are in place to ensure consistent execution of programs
•    Respond to service requests from residents, Mayor, Councillors, senior management, internal departments and external agencies. 
•    Prepare communication, business cases and corporate reports related to operations and maintenance programs, including presentations to senior management.
•    Assigned rotational on call as a Supervisor as part of the Winter Management Program (requires being on call for winter operations, decision making on anti-icing, salting, plowing and snow removal events; managing unionized staff and contractors; working shifts, evenings and weekends during the winter season).
•    Oversee, organize, and initiate training for winter support staff, 311, and Council Administration regarding all WOM programs.
•    Work with internal sections to ensure training and certification of staff within the Works Administration, Operations and Maintenance section are maintained.
•    Respond to requests for documentation in examination for discovery cases and participate as required.

Skills and Qualifications

•    Post-secondary diploma or degree in civil engineering, business administration or related field.
•    Possess or are in the process of obtaining a Certified Engineering Technologist (C.E.T.) designation with Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
•    Certified Road Supervisor (CRS) designation with Association of Ontario Road Supervisors (AORS) is an asset.
•    Minimum seven years experience in engineering, construction, or operations within a municipal setting or in a comparable environment with similar scope, scale, and accountability. 
•    Demonstrated competency in leadership, supervision, mentoring, coaching, training, communication, accountability, diplomacy, customer service, continuous improvement and City’s core values – trust, quality and excellence.
•    Demonstrated competency with Microsoft Office programs, INFOR, SAP and other City applications.
•    Strong conflict resolution skills and ability to resolve concerns with tact and diplomacy
•    Demonstrated understanding and execution of collective agreements, City policies/agreements and Provincial/Federal legislation. 
•    Demonstrated competency in working in a team environment, and with internal and external stake holders. 
•    Demonstrated competency in pro-active approaches, LEAN process improvements, multi-dimensional thinking, problem solving, and multi-tasking.
•    Must have valid Province of Ontario G driver’s license in good standing and ability to use City/personal vehicle. 

Hourly Rate/Salary: $ 89,464.00 - $ 119,286.00
