Job Summary

The Supervisor, Business Systems is a key member of the Strategic City Building Project Team, the division established to lead the City's end-to-end modernization of its land development services systems.  Reporting to the Manager, Information Systems & Operations (Land Development), this role leads a team of technology professionals and business experts responsible for the support, maintenance, and modernization of core land development business systems including permitting and approval platforms, electronic plan review systems, and field inspection tools, all critical to delivering legislatively compliant, efficient land management and approval services.  The Supervisor coordinates resources across the Business Systems team, IT, and vendors to ensure these systems remain functional and compliant, while playing a central role in vendor governance, platform lifecycle management, and the planning and execution of system changes.

Duties and Responsibilities

Operational Management

  • Advise and oversee operational and project resources, including the Business Systems team, IT, consultants, and vendors to ensure systems remain functional and services are delivered without interruption.
  • Manage and support the Business Systems team in day-to-day responsibilities, including systems support and maintenance, data services and reporting, and development and maintenance of divisional digital applications and content.
  • Evaluate improvement proposals and respond to issues reported by internal and external clients for city-wide business systems servicing large volumes of internal staff and external users across permitting, approvals, and inspection functions.
  • Provide advice to leadership as part of strategic planning, and oversee troubleshooting and approval of solutions to technical issues across teams.
  • Take responsibility for ensuring stakeholders remain informed, and oversee process and systems analysis required to ensure service processes are delivered effectively by leveraging business technology solutions to drive efficiencies.

 

Project & Product Management

  • Act as key advisor to leadership regarding the adoption of systems changes in response to new or changed policies, legislative requirements, strategic initiatives, major systems upgrades, and short- and long-term systems strategies.
  • Recommend the adoption of emerging technologies that streamline business operations and position the City as a leader in the land management sector.
  • Supervise the development and execution of project plans for implementation, in partnership with subject matter experts, IT, vendors, or other departments as necessary.
  • Evaluate requests from systems users and act as Project Manager Representative (PMR) across all project stages, from initiation through testing and implementation.
  • Advise business groups, IT, vendors, and Steering Committees regarding upgrades to existing systems and modules or the development of new applications, and make decisions regarding the acceptance of requests and advancement of new developments.
  • Lead planning and coordination activities related to the end-to-end modernization of land development services systems, including legacy platform sunset planning, procurement support, transition planning, and cutover management.
  • Ensure business continuity of existing platforms throughout the modernization transition, managing the parallel demands of business-as-usual operations and active implementation workstreams.

 

System Administration

  • Manage professional support staff responsible for data security, privacy, integrity, and efficiency of the systems.
  • Administer user privileges in accordance with City policies and ensure systems continue to meet service delivery requirements and legislative compliance.
  • Oversee the ongoing maintenance and integrity of business systems-related information and data, including land development application data, in accordance with established policies and applicable legislation.
  • Manage systems data and data delivery pipelines required to process data and support data-driven decision making, including the P&B Data Warehouse, ETL processes, reporting, and dashboards.
  • Supervise data governance processes to ensure data integrity remains sound, compliant, and reliable for decision makers.
  • Manage reviews of current business practices, including documenting existing processes and workflows, analyzing factors, and providing recommendations to management and clients.
  • Serve as key advisor in working groups that map and document business processes, and design or revise procedures to support new or modified systems.

Skills and Qualifications

  • Post-secondary degree in Computer Science, Information Systems, Business Administration, or a related discipline, with a minimum of five (5) years of progressive experience leading, delivering, and maintaining complex business systems in a regulated or high-accountability environment.
  • A Master of Business Administration (MBA) or related graduate degree in a discipline relevant to business systems, public administration, technology management, or organizational change is considered an asset.
  • Demonstrated experience in the development, testing, implementation, integration, maintenance, and support of in-house developed and off-the-shelf applications.
  • Project implementation experience with permitting and approvals systems, case management platforms, AEC technologies, and/or GIS solutions.
  • Direct experience with land management systems is an asset.
  • Experience in municipal building and land development, or a comparably regulated operational environment, is considered an asset.
  • Experience with platform migrations, legacy system replacements, or end-to-end modernization initiatives is considered a significant asset.
  • Experience in SaaS vendor governance, service-level management, or technology procurement in a public sector or regulated environment is considered an asset.
  • Strong leadership and team management skills, with demonstrated experience supervising technical and business professionals.
  • Excellent communication, presentation, and stakeholder-management skills, with the ability to advise senior leadership and steering committees.
  • Ability to manage confidential and sensitive information in compliance with MFIPPA and other applicable legislation.

Hourly Rate/Salary: $ 100,277.00 - $ 133,703.00
