Job Summary
Reporting to the Manager - Transit Operations, the Supervisor, – Attendance and Lost Time is responsible for handling all matters as they pertain to Attendance, Lost Time, Absenteeism (culpable and non-culpable absences), with a primary focus on unionized employees of the ATU local 1572.
Duties and Responsibilities
- Work closely with the HR representatives, Labour Relations and Legal to ensure compliance with policies including, but not limited to WSIB, Weekly Indemnity, STD, LTD, modified work, gradual return to work and accommodations.
- Manage and streamline the culpable absenteeism program while ensuring the processes developed are in compliance with MiWay’s discipline process, follow the collective agreement and meets City’s Respectful Workplace policy and legislative requirements.
- Implement and monitor programs and processes consistently while coordinating and attending meetings and administering correspondence.
- Provide Supervision and oversight to a team of Specialists – Attendance Support & Management, while recommending strategies for program improvement at a micro and macro level.
- Evaluate the effectiveness of the Attendance Support and Management program and provide advice and consultation to all levels of management and staff and liaise with employees, people leaders, union, human resources, and senior leaders about the Attendance Support & Management Programs to minimize lost time.
- Manage cases in accordance with the City’s attendance management program and policies while working closely with the Specialists– Attendance Support & Management, identify any contributing factors impacting employee attendance and co-ordinate with the City’s Disability Management Specialists, Employee Health Services, and other stakeholders to develop and implement return to work or accommodation plans.
- Provide Supervision to Transit Coordinator - Employee Operations in order to ensure efficient and effective pay transaction processing within required timelines and per CBA requirements.
- Assist in developing and providing ongoing training programs to increase awareness of and educate employees and management about the Absenteeism/Lost Time/Attendance Support & Management Program, while ensuring compliance with legislation and applicable acts.
- Responsible for compiling and preparing documentation pertinent to Human Rights Tribunal of Ontario (HRTO) applications and attending Tribunal Hearings/Mediations on behalf of the City.
- Participate actively in ongoing professional development opportunities, committees and projects such as: Joint Health & Safety Committee, Customer Experience Initiatives, Lean initiatives, any corporate or transit-initiated programs improving workplace environments and employee engagement.
- Prepares statistical reports and data analysis as needed, along with trends and recommendations.
Skills and Qualifications
- Minimum of five (5) years Supervisory experience
- Minimum four (4) year undergraduate degree in a discipline that covers human resources management, employment law, mediation, conflict resolution, attendance/disability management, or an equivalent combination of education and related work experience.
- Experience working in Human Resources functions. Comprehensive knowledge of Human Rights and Employment legislation, including the Ontario Human Rights Code, Occupational Health and Safety Act, Bill 132, and Employment Standards Act.
- Excellent leadership skills with the ability to provide coaching/mentoring
- Attention to detail
- Excellent team player capable of learning and sharing knowledge in a team environment
- Superior problem solving, mediation, facilitation and analytical skills.
- Demonstrated analytical and problem solving skills, including the ability to recognize non-obvious patterns. Aptitude in identifying root causes; recommending and implementing solutions.
- Experience with data management and statistics as well as occupational and non-occupational disability claims management is preferred.
- Excellent interpersonal skills, with the ability to communicate complex issues correctly and clearly to both internal and external customers.
- Demonstrated ability to coordinate, implement and provide training/education to a broad range of stakeholders; experience working with unionized workforces and excellent leadership, interpersonal, team building, presentation and facilitation skills is also required.
- Primarily office environment - 5 days/week in office, 40-hour work week. On Call - 24 hours/day for critical occurrences.
Hourly Rate/Salary: $ 97,831.00 - $ 130,442.00
