Job Summary
This position, reporting to the Manager, Business Planning & Support Services, is responsible for providing guidance and support to all levels of staff within Parks, Forestry & Environment division on the development, consistent application, and interpretation of Standard Operating Procedures and/or Corporate Policies and Procedures and internal control objectives. This position is responsible for the oversight of the Compliance and Quality Management Programs within Parks, Forestry and Environment.
Duties and Responsibilities
- Identify, develop and drive process improvements or efficiencies related to Standard Operating Procedures across business units within Parks, Forestry and Environment; collaborate on standards for similar roles across all City departments.
- Once developed, oversee the Standard Operating Procedures system; review schedule, document control, integrity of documents and user-friendly templates that increase efficiency, consistency/continuity and Corporate/Departmental identity
- Collaborate with Subject Matter Experts (SMEs) to lead, review and understand work functions and processes to facilitate the development and documentation of new, or revision of, existing Standard Operating Procedures
- Identify and resolve challenges in collaboration with Management and SMEs, providing unbiased insight and guidance on legislative, corporate and/or internal control requirements to mitigate risk to the Corporation
- Analyze Standard Operating Procedures for quality/achievement of objectives and conformance to Corporate Policies and Procedures
- Research/benchmark emerging operational procedures, quality assurance and/or compliance trends of private and public sectors and ensure the Division’s interests are maintained. Act as a knowledgeable resource for all staff on the application of Standard Operating Procedures and quality and/or internal control requirements
- Create, maintain and update compliance report processes and reporting tools, including identifying compliance criteria and providing analytics to ensure objectives are achieved; development of dashboards to monitor progress of new SOP implementation and revision of existing objectives
- Assist with review of Cash Handling Standards and e-learning training modules, including recommending changes/efficiencies in consultation with Finance. Conduct cash-handling assessments, providing recommendations for improvements based on finding review.
