Senior Financial Analyst

Job Summary

Supports the preparation and presentation of budgets and business plan submissions while ensuring the accuracy and timeliness of financial statements and forecasts. The role involves monitoring budget variances, managing complex operating and capital portfolios, and developing financial models to support decision making. 

Duties and Responsibilities

  • Prepare monthly journal entries and perform detailed balance sheet reconciliations to ensure the accurate and timely presentation of financial statements.
  • Develop quarterly financial statements and forecasts, providing clear variance commentary and insights for senior leadership and members of council.
  • Lead financial review meetings with Managers and Directors, delivering analysis and data driven forecast recommendations that reflect current business conditions.
  • Lead the Business Planning budget process, evaluating departmental initiatives for compliance, accuracy, reasonableness, and financial data integrity.
  • Oversee the operating and capital budget processes, including consolidation, review, validation, and coordination with departments and corporate partners.
  • Conduct financial analysis of operating and capital expenditures, identifying trends and recommending appropriate budget adjustments.
  • Develop financial models, labour costing analyses, and scenario evaluations to support departmental planning and strategic initiatives.
  • Collaborate with departments, Corporate Finance, HR, and other internal partners to support business planning, labour analysis, and financial submissions.
  • Provide well supported financial advice and recommendations to internal stakeholders to guide planning, resourcing, and decision making.
  • Identify, recommend, and implement enhancements to financial processes, reporting quality, and operational efficiency.

Skills and Qualifications

  • Graduation from a recognized post-secondary institution, preferably in Business, Accounting, Economics, or related field.
  • Strong understanding of finance, accounting, and accounting terminology are required.
  • Professional accounting designation (CPA, CA, CGA, CMA) preferred.
  • Minimum five (5) years of related experience in a municipal or other public sector environment.
  • Proficiency in financial analysis/modelling.
  • Microsoft Office applications skills required.
  • Knowledge of SAP and Questica systems an asset.
  • Excellent analytical and organizational skills with an ability to manage multiple projects and priorities, under pressing deadlines, are essential.
  • Excellent research and written skills, including reading and interpreting legislation, regulations, and policies/standards required.
  • Strong interpersonal skills required.
  • Ability to work as part of a team with a demonstrated ability to collaborate and work in consultation with internal staff as well as external groups, agencies, corporations, and Members of Council.
  • Excellent verbal and written communication skills. Must have strong organizational, problem solving and decision making skills. 
  • The role requires business and political acumen when collaborating with internal staff and external groups.
  • Staying informed of all regulations and legal requirements that may influence financial policy, projects, and initiatives.

Hourly Rate/Salary: $ 89,464.00 - $ 119,286.00

Work Location: Civic Centre 

Work Model: This role follows a hybrid work model, requiring employees to be onsite in the office 3 days per week.
