Job Summary
Analyze and support the preparation and presentation of budget and business plan submissions. On an on-going basis, ensure accuracy, compliance and timeliness of current financial statements and forecasts, providing opinion on overall effectiveness from a financial/service level perspective.
Duties and Responsibilities
Under the direction of Supervisor, Finance, the successful candidate will:
- Coordinate the business planning process with the service area, ensuring all information is recorded accurately and timely.
- Monitor and analyze budget variances, financial results and present funding recommendations.
- Prepare forecasts and provide explanations on trends and hot spots.
- Manage complex portfolios and oversee large capital and operating budgets.
- Prepare costing scenarios and funding options; create financial models to forecast revenues and costs.
- Ensure budget process policy & guidelines are followed.
- Ensure compliance with budget control bylaw & reserve and reserve fund bylaw.
- Provide ad hoc assistance on projects/initiatives within the unit/team.
- Use information that is stored within the unit/team and/or available without special authorization.
- Develop models for forecasting future financial performance and assessing different scenarios.
- Gather, organize, and analyze financial data from various sources to identify trends, patterns, and anomalies.
- Facilitate process mapping, stakeholder management, and technical/business analysis.
- Work with staff across Finance and other City service areas to obtain support and resources for new initiatives.
- Create concise, clear reports summarizing findings and providing actionable insights for decision-making.
- Performs other related duties as assigned.
Skills and Qualifications
- Professional accounting designation (CPA, ACCA, or equivalent) and/or post-secondary education in Accounting, Finance, Business or a related field.
- Minimum 5 years of related experience preferably in a municipal or other public sector/government environment or an equivalent combination of education and experience.
- Relevant certifications (e.g., PMP, Agile, or Scrum) are preferred.
- Proven experience leading strategic initiatives and working with cross-functional project teams.
- Experience with process improvement methodologies (e.g., Lean, Six Sigma) is an asset.
- Strong understanding of financial modeling, reporting, and KPIs.
- knowledge and experience in Microsoft Power BI, SAP FI/CO and Questica Budget would be an asset.
- Microsoft Office applications skills required.
- Strong verbal and written communication skills are required.
- Excellent analytical, problem-solving and organizational skills with an ability to manage multiple projects and priorities are essential.
- Ability to both work independently and consult and collaborate with others.
Hourly Rate/Salary: $ 89,464.00 - $ 119,286.00
