Job Summary

 

Responsible for the selection, negotiation, appraisal, acquisition, management and disposal of property and property rights including: negotiate leases, licences, easements and other limited interest agreements on behalf of the City both as landlord and tenant.

Duties and Responsibilities

 

  • Provides the delivery of primary lines of business to client departments by carrying out the selection, negotiation, appraisal, acquisition, management and disposal of property and property rights including: negotiate leases, licences, easements and other limited interest agreements on behalf of the City both as landlord and tenant
  • Negotiates the acquisition of property for municipal purposes
  • Disposes of surplus City property in accordance with applicable legislation
  • Reviews  appraisal reports for the acquisition, lease, disposal and cash in lieu of parkland dedication payments of property
  • Collects, categorize and analyse sales data based on Registry Office records
  • Maintains, coordinate arrangements for encroachment agreements on City property
  • Responds to inquiries from other departments, government agencies and the public on property issues
  • Prepares draft reports to Council, Committee and Senior Management
  • Implements strategies, policies and procedures to ensure maximum return on City real estate assets
  • Optimize the performance of City real estate assets through the real estate life cycle by adhering to appropriate lease and land management practices
  • Performs other duties as assigned.

Skills and Qualifications

 

  • Post secondary education with completion of a recognized Real Estate designation program from the Appraisal Institute of Canada, the International Right of Way Association or the Real Estate Institute of Canada and/or University degree in a relevant discipline such as Geography, Urban Studies, Real Estate Management
  • Five to Seven years experience in the application of real estate functions related to commercial leasing, property acquisition and disposal, multiple stakeholder negotiations, encroachments, land management, property appraisal, expropriation
  • Thorough knowledge of real estate principles including real estate law and applicable legislation, appraisal, land use planning, communications, economics and accounting.  Financial principles and analysis;
  • Strong computer literacy
  • Knowledge of land registry practices
  • Market research and analysis skills
  • Strong background in the commercial-industrial-income-institutional real estate markets
  • Excellent communication, advocacy and report writing skills
  • Previous municipal experience is a considerable asset.

Hourly Rate/Salary: $ 83,485.00 - $ 111,315.00
