Job Summary
Under direction of the Manager, Transit Fleet, Engineering & Asset Management, the Project Leader, Zero-Emissions Mobility (Strategy) is responsible for overall planning, design, operation, performance, warranty and maintenance considerations under the MiWay Transit zero emission mobility program. This position develops, reviews, and approves short and long-term project plans to effect transition to a zero emission transit future in Mississauga. The role includes the planning and preparation of zero-emission bus strategies, implementing change management programs, manage large-scale fleet procurements and multi-year capital budgets, review of services and develop key business processes. This position will develop, review and approve zero emission mobility project plans and make evidence-based recommendations to Transit leadership.
Duties and Responsibilities
Zero Emission Mobility Program
- Develops and guides implementation planning, preparation and analyses of reports related to the work and activities of the section including transit zero emission feasibility planning, vehicle procurement, and implementation. This includes leading and working with internal stakeholders on capital projects, existing facility retrofits, on-street and in-depot EV systems, smart-charging systems, bus and EV fleet systems telematics and data.
- Assists in managing long and short-term planning activities related to the delivery of the zero emission mobility program.
- Participates in and implements the feasibility, planning, design, construction, operation and maintenance of EV charging and hydrogen refueling infrastructure, including testing, commissioning, and compliance with required safety certifications.
- Coordinates the design, review, and approval of electrical and software architecture related to EV charging infrastructure, equipment selection, oversight of installation, acceptance testing, commissioning, and safety certification.
- Leads the planning and execution of demonstration trials related to zero emission mobility.
- Prepares, reviews, and recommends zero emission mobility policies, procedures, standards, and codes of practice, including engineering, project/program management.
- Assists in the development and review of technical specifications and business requirements.
Operational Excellence
- Participates in the planning and execution of capital and operating zero-emissions mobility projects, programs, strategies, and agreements.
- Authors and assists in the preparation of reports to City Council and transit leadership; analyzing reports related to the work and activities of the zero emission mobility section.
- Provides strategy development, planning, and oversight related to zero-emission mobility programs.
- Prepares and analyses bids for compliance, materials, equipment, and services.
- Manage the award of significant contracts related to zero-emissions mobility.
- Cooperation and coordination with other municipalities and other provincial and federal agencies.
Leadership
- Retains and manages consultants for a variety of planning, design, and construction projects to support transition to a zero-emissions transit fleet.
- Assists in establishing performance objectives and work assignments, and motivates staff within the zero emission mobility section.
- Assists Manager in the recruitment of new staff as required.
- Responsible for ensuring safety, performance, and maintenance standards are maintained and all regulatory and collective agreements are complied with for the zero-emissions mobility program.
- Coordinates and ensures appropriate guidance and compliance with industry technical requirements and legislative changes, as well as divisional goals and objectives.
- Provides guidance and support to staff with the section to ensure they are successful, ensures staff development reflects the business requirements of the organization.
Budget Management
- Responsible for coordination, delivery and oversight of capital projects on behalf of zero-emission mobility section.
- Prepares budget estimates for projects, provides recommendations for the overall annual capital budget request for zero-emission mobility projects.
- Monitors approved budget for assigned projects.
Skills and Qualifications
- Post-secondary graduation in Engineering, Business Administration, Finance or Accounting with a minimum of 5 years of progressive experience in strategy development, asset management, engineering, or an equivalent combination of education and relevant experience.
- A.C.E.T.T. certification (Ontario Association of Certified Engineering Technicians and Technologists) as a Certified Engineering Technician or Technologist and/or eligible to obtain Certification or a Professional Engineer (P.Eng.) designation from the Professional Engineers Ontario (PEO) in good standard would be considered an asset.
- Demonstrated change management experience would be considered an asset.
- A valid Truck & Coach Technician Certification (310-T) would be considered an asset.
- 7 or more years of related experience in the public transit field or demonstrated equivalent experience is required.
- Strong demonstrated experience with zero-emission buses (ZEBs) including battery-electric and hydrogen fuel cell electric buses is an asset.
- Demonstrated experience with technical report writing and the ability to communicate effectively in English, both verbally and in writing.
- Extensive public speaking experience with excellent presentation and influential communication skills, and the ability to analyze complex documents and provide briefing notes. Understands political climate and city structure to work with multiple divisions and departments across the City.
- Knowledge and application of project management methodology, construction techniques and materials.
- Exceptional communication and interpersonal skills to interact effectively with employees and management in a professional and tactful manner.
- Strong technical/report writing and oral communication skills including ability to prepare and deliver complex presentations. Excellent data analysis ability and familiarity with computerized tracking and reporting methods.
- Self-motivated and self-directed with strong initiative and the ability to work independently as well as an effective team member.
- Proven ability to meet deadlines and work under pressure. Excellent customer service skills.
- Ability to travel to various work locations as and when required. A valid Ontario Driver’s License Class “G”, and willing to use a personal vehicle for site visits preferred.
- Must be able to wear personal protective equipment as required to visit job sites.

Hourly Rate/Salary: $ 97,831.00 - $ 130,442.00
