Operational Planning Technical Specialist

Job Summary

Reporting to the Manager, Operational Planning and Analysis, the successful candidate will provide oversight and take responsibility for work management systems for Parks and Forestry Operations.  This includes the maintenance of Infor tables, front line support and troubleshooting for Parks and Forestry’s HAT Applications (HAT-P and HAT-F), process design, training and maintenance for the use of Infor and HAT Tools, creation and maintenance of performance measurement and dashboard reports, and front line hardware and software support for Parks and Forestry Operations front line staff. 

Duties and Responsibilities

  • Leads Parks and Forestry Operations staff for business improvement projects, data entry troubleshooting and auditing, application issues and enhancements and hardware management.
  • LIaise with the Infor and Information Technology teams to ensure the needs of their business units are met, including leading and coordinating all application and Infor testing, communications to staff and acting as the key technical PMR for Parks and Forestry on the Infor Public Sector Committee.
  • Designs, develops and deploys standardized and ad-hoc reports to complete information audits and identify gaps and present findings and provide insight into remedial steps to Parks Leadership Team and Forestry Leadership Team.
  • Support evidence-based decision making by using advanced skills to analyze business unit's INFOR data and activity to highlight process issues.
  •  Develops, deploys and create ad-hoc reports with varying degree of complexity using Crystal Reports, SQL Developer and INFOR to deliver Parks and Forestry Operations performance measurement goals for both work management and asset management.
  • Review current mapping needs, as well as, develop future mapping requirements for new assets, assets not mapped, and mapping for special projects including those related to asset management analysis.
  • Works closely with Park Planning, Park Development, Fleet, Risk Management and Information Technology to ensure the needs of Parks and Forestry Operations is met; Supports Capital Planning with the addition of new park assets, usage areas, trails and events when required, acting as a liaison between Parks and Forestry Operations and Capital Planning as it relates to Infor Asset Management. Participate in database design for gathering of new asset information and fields in Infor.
  • Leads the deployment of new hardware and software releases to Parks and Forestry Operations; Develops and monitors Parks and Forestry standard operating procedures related to the Infor system.
  • Develops and maintains strong relationships with business partners and clients to foster an open, trusting environment by sharing information in a timely manner and by expressing ideas, thoughts and information for success of the projects. 
  • Provides ongoing support and training to staff through documented materials, working teams and other communication challenges; Develop and deliver staff technical training, and support staff through retraining and support.
  • Coordinates updates to the Parks and Forestry inventory including vehicles, equipment, assets and amenities when required.
  • Coordinates centralized IT functions as required on behalf of Parks and Forestry Operations (security access, hardware and software deployments in conjunction with IT).
  • Performs other duties as assigned.

Skills and Qualifications

  • Post-secondary education in Computer Science, Information Technology or Business Administration, or an equivalent combination of education and experience required
  • Previous working experience with large enterprise software systems required, preferably 2+ years with hands on asset, work order and service request experience within Infor 
  • Strong understanding of SQL concepts required
  • Demonstrated experience working with Infor, Oracle, Crystal Reports and Microsoft Visio is required
  • Technically proficient in the use of Microsoft Word, Excel, PowerPoint and Outlook.
  • Comfortable using large quantities of data to extract information.
  • Strong oral and written communication and presentation skills, with the ability to communicate to a wide variety of audiences using different mediums.
  • Strong understanding of computer hardware and their interaction with day to day operations
  • Strong problem solving skills and ability to work with a variety of software users completing different functions
  • Working knowledge of SAP, BOE, Microsoft SharePoint is an asset
  • Demonstrated strong customer service and team player skills
  • Understanding of Parks and Forestry Operations and business practices is an asset


Hourly Rate/Salary: 38.93 to $51.90 
Hours of Work: 35
