Job Summary
Responsible for enforcement of City by-laws by interpreting the by-laws and communicating these to the general public.
Duties and Responsibilities
To be considered, candidates must meet and maintain the following requirements:
- Interpret and apply municipal by-laws, legislation, policies, standards, and regulatory requirements.
- Investigate complaints, collect evidence, and perform follow-up inspections and investigations to achieve and maintain compliance.
- Conduct inspections and investigations to determine compliance and identify contraventions.
- Resolve compliance issues through education, voluntary compliance, and enforcement. Where necessary, take legal action in order to bring violators into conformity/compliance, providing professional testimony and evidence for court and tribunal hearings
- Prepare and maintain accurate inspection records, correspondence, reports, notices, orders, and prosecution briefs.
- Initiate legal proceedings where necessary and present evidence before courts and tribunals.
- Participate in joint enforcement operations with police and other enforcement agencies.
- Provide information and education to residents, businesses, City staff, elected officials, and industry stakeholders.
- Review by-laws, operational policies and procedures, and recommend amendments, changes, etc.
- Adhere to a strict code of confidentiality, incidental to all investigations.
- SHE is one of 3 by-law enforcement Units, the others being Property Standards, Investigations, and Enforcement (PSIE), and By-law, Compliance, and Enforcement (BCE), who deal primarily with private property investigations and licensing/nuisance bylaws, respectively.
- Perform other duties as assigned.
NOTE: This position will require the successful candidates to work various shifts, which include days, evenings, overnight, weekends and statutory holidays and, at times, will require overtime. This position may involve operating a City fleet vehicle and wearing of a City-issued uniform. A Vulnerable Sector Check (Level 3) will be required of all successful candidates, at their own expense, to verify the absence of a criminal record for which a pardon has not been granted. There may be a written test conducted as part of the interview process. Successful candidates for this Municipal By-law Enforcement Officer (MBEO) competition may be considered for other MBEO positions, including PSIE and BCE, based on operational needs.
Skills and Qualifications
- Municipal Law Enforcement Officer certification (may be obtained upon hiring)
- Certification from the Ontario Association of Property Standards Officers (preferred; may be obtained upon hiring)
- Graduate of a recognized community college in discipline of law enforcement, security administration, criminal justice studies or a by-law related course/major.
- 3-5 years working experience in related disciplines
- Excellent communication, interpersonal and conflict-resolution skills
- Strong organization and time management skills, with the ability to manage competing priorities and meet deadlines.
- Experience with Microsoft Office programs and appropriate City software.
- Site visits where there is considerable debris to manoeuvre around. May require some lifting of objects. Detailed visual inspections.
- Ability to work primarily in the field operating a vehicle to conduct inspections and general patrols, along with general office duty
- Must hold a valid Driver's Licence
