Job Summary

The Enforcement Division at the City of Mississauga is looking for high-performing professionals to enforce a multitude of municipal by-laws and contribute to positive outcomes for residents and businesses in the local community. This position is front-line and would be responsible for enforcement of the City by-laws through public education, inspections, investigations, and/or laying charges.

Duties and Responsibilities

  • Investigate complaints, collect evidence, and perform follow-up investigations to ensure ongoing compliance.
  • Conduct thorough complaint investigations in order to achieve appropriate resolutions. When deemed necessary, take legal action in order to bring violators into conformity/compliance, providing professional testimony and evidence for court and tribunal hearings.
  • Perform detailed inspections, maintain accurate and detailed records/logs, and databases of inspections.
  • Prepare prosecution briefs; swear to information, affidavits, subpoenas and summonses; serve subpoenas and summonses; present oral testimony and demonstrative evidence for courts and tribunals.
  • Participate in joint enforcement operations with police and other enforcement agencies.
  • Communicate with diverse demographics and engage in education to deliver information to residents, businesses, the public, City staff, elected officials, industry-specific members and other law enforcement staff.
  • Review by-laws, operational procedures and policies, and recommend amendments, changes, etc.
  • Adhere to a strict code of confidentiality, incidental to all investigations.
  • Perform other duties as assigned

Please note that the posted positions will be assigned to one of the three below enforcement units:

Property Standards, Investigations, & Enforcement

  • Enforce a number of by-laws including the Property Standards By-Law, the Zoning By-Law and the Encroachment By-law, along with various other municipal by-laws.
  • Focus on Private property maintenance issues, zoning, land use, and enforcement of certain rental housing types.

Bylaw Compliance & Enforcement

  • Enforce a number of by-laws including Noise Control By-Law, Nuisance Gathering By-Law and Transportation Network Companies By-law, Adult Entertainment, among others.
  • Focus on public nuisance matters including noise, lighting, gatherings, in addition to licensing within the City including taxis, Transportation Network Companies, and businesses.

Specialized Housing Enforcement

  • Enforce a number of by-laws including Property Standards By-Law, Adequate Temperature By-Law, Debris and Anti-Littering By-Law, and other applicable by‑laws.
  • Promote safe and well-maintained rental housing by enforcing licensing and registration requirements for City‑regulated rental housing, including apartment buildings, short-term rentals, lodging houses, among others.

 

NOTE: These positions will require the successful candidates to work various shifts, which include days, evenings, overnight, weekends and statutory holidays and at times, will require overtime. A Vulnerable Sector Check (Level 3) will be required of the successful candidate, at their own expense, to verify the absence of a criminal record for which a pardon has not been granted.

Skills and Qualifications

  • Municipal Law Enforcement Officer certification (can be obtained upon hiring)
  • Ontario Association of Property Standards Officers certification (preferred).
  • Graduate of a recognized community college in discipline of law enforcement, security administration, criminal justice studies or a by-law related course/major. 
  • 1-3 years working experience in related disciplines
  • Excellent verbal and written communications.
  • Strong public relations skills, as well as the ability to deal constructively with the public.
  • Ability to work in stressful environments while maintaining a professional demeanor.
  • Strong conflict resolution and negotiating skills with the ability to diffuse emotionally charged situations.
  • Strong analytical and problem-solving skills and proven attention to detail.
  • Must hold a valid Ontario Driver’s Licence and may require access to a personal vehicle
  • Ability to work both in the office but primarily in the field, operating a vehicle to conduct inspections and general patrols.
  • Experience with Microsoft Office programs and appropriate City software. 

Hourly Rate/Salary: $80,567 - $107,426
