Manager - Architecture, Project & Cybersecurity - IT

Job Summary

While playing a key role in IT technology strategy & policies development in the area of architecture, project management, cybersecurity & incubated emerging services, this role ensures that the IT enterprise architecture is aligned with business strategy and meets the current and future needs of the organization. As the lead for the cybersecurity program, this role makes sure necessary tools and procedures are in place to protect the organization’s IT assets from cyber threats.

Duties and Responsibilities

  • Developing strategies for IT architecture, portfolio project management, cybersecurity and incubated emerging services. 
  • Communicating a clear and compelling vision to senior leadership for the desired future state of IT which influences and guides the organization and its stakeholders.
  • Providing strategic direction for IT Division and senior leadership including creation of roadmaps, policies, goals, objectives, annual and strategic plans.
  • Liaisoning with municipal partners and industry leaders to keep up with industry trends.
  • Designing information management methods, flow and internal control management system (establishing KPIs), ensuring appropriate data/documents storage & approvals.
  • Conducting regular audits of the IT City’s enterprise architecture and cybersecurity landscape, assessing and evaluating risks.
  • Resolving any issues or gaps that may arise and implement corrective and preventative actions.
  • Maintaining responsibility of new technology and understanding the implications and risks.
  • Informing the Dir, IT & Chief Information Officer on potential impact of emerging technologies on the organization and risk of using or not using such technology.
  • Ensuring that IT division adheres to the organization’s policies including Acceptable Use of IT Resources, Data Handling, standards, and regulations.
  • Creating and maintaining corporate-wide IT policies including Acceptable Use of IT Resources, and Cybersecurity related policies and procedures.
  • Ensuring compliance with the procurement bylaws, policies and procedures.
  • Leading the cybersecurity function, which involves developing and implementing policies, procedures, and tools to protect IT assets from cyber threats.
  • Ensuring effective day-to-day service delivery of cybersecurity services. 
  • Identifying deficiencies and gaps in service delivery, implementing corrective and preventative actions to guarantee level of protection and best customer experience.
  • Maintaining accountability for IT response for cybersecurity-related emergency response issues.
  • Ensuring the development, maintenance, and management of portfolio and project management processes and oversight of all IT projects and technology initiatives.
  • Ensuring the alignment of project plans to strategic goals and engage partners during the evaluation process.
  • Acting as SME, aiding with architectural assessments and recommendations to many project teams.
  • Ensuring solutions meet IT and industry standards and conform to security concerns.
  • Reporting project portfolio status to senior leadership and stakeholders.
  • Providing senior IT leadership with financial forecasts for capital program and annual operating budgets for Architecture, Portfolio & Security Services’ portfolios and programs.
  • Participating in selecting vendors and negotiating contracts to guarantee best cost/quality ratio for purchased products and services. 
  • Managing vendor contracts and approves invoices for vendors payments.
  • Ensuring all vendors are compliant with all contracts and their terms and conditions within the master service agreements. 
  • Working closely with Procurement Services and Legal on vendor escalations as required ensuring vendor compliance.
  • Developing corporate reports as required to obtain council authority for all contracts, procurements and Vendor of Record (VOR) adoptions.
  • Leading a team of Managers, Program Managers and Technical Leads (including 20+ direct/indirect reports). 
  • Overseeing retention and recruitment strategies, workload management, career development plans, talent development, E&LR matters, succession planning, performance management plans.

Skills and Qualifications

  • University Degree or Post Secondary Education in information technology, computer science, engineering or a related field.
  • A minimum of 12 years of experience within Information Technology including knowledge of IT Architecture, Cybersecurity and business planning.
  • Minimum of 7 years of demonstrated management experience in a large & complex technology environment is required.
  • Certifications in Microsoft, Amazon, Oracle, Cisco, TOGAF, Cybersecurity and enterprise technologies are an asset.
  • Broad and deep technical knowledge and experience with all aspects of IT Infrastructure components:  backup, Oracle, MS SQL Databases, cloud databases, servers, virtualization, storage area networks, directory services, firewalls, security systems, web and application technologies, operating systems, Windows, Linux, networking, desktop software & tools, mobile computing, cloud technologies (Amazon AWS, Microsoft Azure, Microsoft 365), programming tools & IDE’s, Infrastructure as a Service (IAAS), Platform as a Service (PAAS), and Software as a Service (SAAS).
  • Broad technical knowledge of cybersecurity-related hardware & software solutions, cybersecurity frameworks (NIST, PCI, etc.), and cybersecurity best practices & trends. In-depth understanding of NIST, PCI, ISO 27001 cybersecurity frameworks.
  • Broad knowledge and awareness of fibre & IoT technologies, emerging technologies, and overall public sector computing trends.
  • Strong leadership skills required with proven ability to be a strategic thinker and able to deal with difficult situations under pressure. Proven problem solving, communication, project management skills and incident response experience.
  • Excellent communicator and leader, able to effectively collaborate, delegate, coach and inspire others and represent the IT function at the senior management level. Strong oral and written communication skills with the ability to explain complex technology to both technical and non-technical staff.
  • Deep knowledge of project management (PMBOK, AGILE) frameworks. PMP designation would be beneficial.
  • Deep knowledge of procurement processes (RFQ’s, RFP’s, etc.) including low value acquisitions, medium value acquisitions, and high value acquisitions and the differences and nuances of each is required.
  • Deep knowledge of Software Development Life Cycle (SDLC), Agile project delivery methodology and LEAN is required.
  • Deep knowledge of accounting/financial issues (eg. operating budget, capital budget, SAP, etc.) is required.
  • Commitment to service excellence (including commitment to 24/7/365 and after-hours support) is essential.

Hourly Rate/Salary: $ 134,542.00 - $ 179,389.00

Work Model: This role follows a hybrid work model, requiring employees to be onsite in the office 3 days per week.
