Job Summary

Reporting to the Director of Infrastructure Planning & Engineering Services, the Manager of Transportation Planning leads a team of professional staff to identify and plan the future transportation needs of the City in a way that supports the future aspirations of City Council and the residents. They play a key role in collaborating with other City divisions and departments to manage the delivery of transportation planning services, as well as developing and leveraging partnerships with external transportation agencies and neighbouring municipalities to proactively support the development of an excellent transportation system that serves the residents, workers and businesses within the City of Mississauga.

The successful candidate will be a strategic and dynamic leader with a focus on customer service, and the ability to deliver the services the Section provides by building and motivating a strong an enthusiastic team; developing and fostering collaborative working relationships; and taking a results-oriented approach in the implementation of the Section’s goals and objectives.  

Duties and Responsibilities

  • Provides leadership and direction to a section of approximately 6 staff, including assigning work, setting priorities, coaching, performance management, and supporting professional development.
  • Manages the development of transportation plans, strategies and policies for the City of Mississauga, to ensure that they are effective, comprehensive and up-to-date.
  • Responsible for managing the alignment, integration and coordination between the City’s transportation plans, strategies and policies and those of external agencies.
  • Uses a “best practices” approach in developing and delivering quality services in a timely and cost-effective manner.
  • Fosters a results-oriented and customer service focused culture through the continuous review and improvement of internal business processes.
  • Works collaboratively with other divisions, departments, the leadership team and Council in the delivery of the City’s strategic priorities such as the Mayor’s Housing Task Force, the Transportation Master Plan, the Transit and Road Infrastructure Plan and the Complete Streets Guide.
  • Consults the public and stakeholders throughout the planning process seeking input and support for transportation policies, plans and strategies, and participates as required in conflict resolution processes.
  • Supports the Director in setting goals, objectives, and long-range plans consistent with the City’s Strategic Plan, Transportation Master Plan and Departmental vision.
  • Prepares reports and delivers presentations to Committees and Council, community groups and the public, and responds to enquiries from Councillors, consultants, the public, community groups and other levels of government and government agencies.
  • Undertake business planning, budget and work plan preparation for the Section.
  • Manages direct reports in a manner consistent with the City’s leadership principles.
  • Mentors, develops and coaches staff, and utilizes talent management and succession planning strategies to ensure that a depth of talent is developed within the team.
  • Maintains the City’s EMME 4 Travel Demand Forecasting Model including maintenance of transportation research data and developing/monitoring traffic count plans on behalf of external departments.
  • Attends and leads meetings both onsite and offsite, including public consultation, internal coordination meetings, stakeholder sessions, and external agency discussions.
  • Fosters a progressive culture of engaged, high-performing employees.

Skills and Qualifications

  • A university degree in transportation planning, urban/regional planning, engineering or a related field. Demonstrated progressive experience (7+ years) in long range transportation planning, strategy and policy research, development and implementation.
  • Minimum 2-3 years of experience in leading or managing staff or project teams is preferred, with demonstrated leadership ability for coaching, developing and leading a team through times of continuous change while maintaining a positive, healthy and productive work environment.
  • Professional designation such as RPP/MCIP or P.Eng, in good standing is an asset.
  • Experience in municipal transportation planning or engineering, including leadership of complex programs, studies, or teams.
  • Strong knowledge of municipal planning and governance frameworks, including the Official Plan, Strategic Plan, Transportation Master Plan, and business planning and budget processes.
  • Demonstrated knowledge of roadway engineering standards; Council and committee procedures; corporate reporting and correspondence protocols; HR, hiring, and procurement policies and practices; transportation operations and maintenance programs; transit route planning and operations; development charges by-law; information technology support programs; and SAP payroll approval procedures.
  • Experience preparing reports, reviewing and analyzing planning studies, technical reports, drawings, and plans.
  • A track record of developing credibility and earning the respect of internal and external stakeholders.
  • Advocacy skills and political acuity to deal with members of the public, elected officials and the media. Proven ability to “think on your feet”.
  • Demonstrated ability to stay informed of all regulations and legal requirements that the higher orders of government may introduce or change through the legislative process.
  • A ‘big picture’ thinker who can translate strategic vision into practical action.
  • Demonstrated success in developing strong relationships with municipal, provincial and federal governments, industry associations and other organizations.
  • Proven ability to solve problems and achieve results by effectively managing a diverse group of staff or professional teams.
  • Ability to effectively communicate technical information to a non-technical audience.

Primarily office environment. Occasional site visits. May require light lifting of supplies/materials. Must have ability to travel using own transportation. 

Hourly Rate/Salary: $ 137,906.00 - $ 183,874.00
