Job Summary
Reporting to the Manager, Sports & Community Development, the successful candidate will oversee the Standards, Training, Compliance, Volunteer, and AED/First Aid programs within Community Services. This role leads the development, coordination, and implementation of department-wide standards, training frameworks, quality assurance systems, and volunteer program oversight. The position provides expert guidance, support, and advice to all levels of staff and leadership across Community Services, ensuring operational consistency, legislative compliance, and continuous improvement.
Duties and Responsibilities
- Manage a comprehensive repository of Standard Operating Procedures, KBs (Knowledge Base), training materials including development, review schedules, document control, and accessible templates that enhance efficiency and consistency.
- Liaise with corporate staff and external agencies to support alignment of standards across Community Services; review legislation and identify operational gaps requiring SOP updates.
- Oversee internal and external Standards, KB, Training, AED and Volunteer websites and collaborate with task teams to address operational and technical issues across multiple service areas.
- Lead the development and implementation of compliance checks and controls, identifying operational gaps and ensuring due diligence in technical and legislative requirements.
- Manage the CMS Compliance Reporting System, monitor data and audits, and oversee the department’s Cash Handling Review program and cash handling standards and training modules.
- Manage the Community Services insightLearning domain, ensuring accurate learning profiles, items, records and qualification tracking.
- Coordinate Job Required Learning for all CMS full time and part time staff; analyze training needs, develop curriculum, and ensure training meets corporate, regulatory, and industry standards.
- Lead strategic planning for training and development, manage training budgets, and oversee internal instructor groups, High Five® accreditation, and Behaviour Management Systems certification programs.
- Manage the City wide volunteer management program, including oversight of volunteer software systems and stakeholder support.
- Work with volunteer task teams to address operational needs and issues; serve as Manager at Large for the Volunteer Community of Practice Team.
- Provide oversight of the City’s Automatic External Defibrillator (AED) Staff and Public Access Program, including lifecycle replacement, PMR Training and post-emergency response with Peel Paramedics.
- Lead a team of full time staff across Volunteers, Administration, Standards, Compliance, and Training.
- Supervise hiring, training, performance development, coaching, and recognition, ensuring strong engagement and professional growth.

Skills and Qualifications
- Post secondary degree/diploma in Recreation, Facility Management, Adult Education/Training and Development, Business/Public Administration, or related field, with a minimum of five (5) years of supervisory experience in the municipal or public sector.
- Strong analytical, organizational, research, and communication skills, with demonstrated ability to interpret legislation, regulations, and standards.
- Experience developing procedural documentation, process maps, and communicating complex information to diverse audiences.
- Demonstrated ability to collaborate with internal teams, external agencies, and leadership to support department-wide initiatives.
- Proven skills in time management, project management, risk mitigation, budgeting and forecasting, and driving continuous improvement.
- Certifications: LEAN White Belt; High Five® PHCD, Quest 1 and Quest 2.
- Demonstrated leadership in team building, developing talent, employee engagement, and delivering exceptional client service.
Hourly Rate/Salary: $100,277 - $133,703
