Job Summary

The City of Mississauga is committed to delivering modern, effective, and coordinated enforcement services that support community safety, fairness, and accountability. The Manager, Program Development, Training and Analytics plays a key role in advancing divisional initiatives by providing operational leadership, technical expertise, and program oversight across multiple portfolios.

 

This position is responsible for leading the design, implementation, and improvement of division-wide programs, training, research, and operational frameworks that enhance enforcement service delivery. The Manager will support all enforcement sections by driving consistency, service modernization, and innovation, while ensuring alignment with organizational priorities, evolving legislative frameworks, and community expectations.

Duties and Responsibilities

  • Training and Education Leadership: Lead the development, coordination, and delivery of comprehensive training and education programs for enforcement staff, aligned with competency frameworks, regulatory requirements, and continuous professional development objectives.
  • Policy and Program Support: Contribute to the review, development, and modernization of enforcement-related policies and programs, ensuring operational alignment with the Division’s mandate, organizational goals, and legislative obligations.
  • Business Planning and Corporate Reporting: Coordinate the preparation of business plans, budget inputs, and corporate reports. Provide research and analysis to inform program development, by-law amendments, and modernization initiatives.
  • Research and Benchmarking: Lead jurisdictional scans, trend analyses, and evidence-based research to identify best practices and innovative approaches that strengthen enforcement services. Translate findings into practical strategies and recommendations.
  • Operational Standardization: Develop and document Standard Operating Procedures (SOPs) to promote consistency, accountability, and efficiency across enforcement functions.
  • Procurement Support: Act as a subject matter expert in procurement processes, developing requirements, evaluation criteria, and recommendations for enforcement and security technology, tools, and service providers.
  • Performance Metrics and Data Analysis: Establish key performance indicators, monitor outcomes, and analyze data to support evidence-based decision-making and continuous improvement across all enforcement services.
  • Technology and Systems Oversight: Support the implementation, optimization, and governance of digital platforms (e.g., case management, records management, IT applications) to ensure compliance, efficiency, and operational effectiveness.
  • Stakeholder Engagement: Build and maintain collaborative partnerships with internal departments, external agencies, and community partners to advance integrated enforcement and enhance public trust.
  • Security and Risk Management: Lead divisional initiatives related to security risk assessments, crime prevention strategies, and emergency preparedness for City properties and transit corridors, in coordination with Security Services and Transit Enforcement.
  • Investigative Support: Provide consultative and operational support for internal investigations involving security breaches, workplace incidents, or enforcement matters requiring review.

Skills and Qualifications

  • University degree in Public Administration, Law, Criminology, Business, or a related discipline.
  • Minimum 5–7 years of progressive experience in program development, policy, enforcement, or regulatory compliance, ideally in a municipal or government setting.
  • Minimum 3 years of supervisory or project leadership experience, with a demonstrated ability to coach, mentor, and engage staff.
  • Experience in developing and delivering training programs, drafting SOPs, and coordinating cross-functional initiatives.
  • Strong research, policy analysis, and program development skills, with the ability to apply findings to practical strategies.
  • Proficiency in data analysis, performance measurement, and use of digital platforms for case management and records management.
  • Knowledge of security risk assessment, crime prevention strategies, and emergency preparedness planning considered an asset.
  • Demonstrated ability to manage budgets, contracts, and procurement processes.
  • Excellent communication and presentation skills, with experience drafting corporate reports, business cases, and Council materials.
