Job Summary

The Manager, Parking Ops & Contracts is responsible for overseeing the operational delivery, contract management, and strategic growth of the City of Mississauga’s private parking services. Reporting to the Manager, Parking Services, this position leads a team focused on traffic operations, vendor agreements, and performance optimization. The role ensures that private parking programs are well-managed, customer-focused, and financially sustainable through business development, service innovation, and contract accountability. This includes oversight of private parking lot operations, vendor-managed programs, service delivery partnerships, and the exploration of new revenue models that align with citywide mobility and sustainability objectives.

Duties and Responsibilities

  • Lead, coach, and support a team responsible for the administration and development of private property parking-related services.
  • Manage operational contracts, including Letters of Agreement (LOAs), MOUs, and service-level agreements for parking infrastructure, towing, payment processing, and enforcement-related support.
  • Oversee the planning and performance of private property parking lots, signed parking areas, on-street metered zones, and shared-use spaces.
  • Develop and implement business models that expand revenue opportunities.
  • Monitor and report on contractual performance, vendor compliance, and service-level outcomes, ensuring value for money and operational integrity.
  • Collaborate with Legal, Finance, and Procurement to support contract negotiations, renewals, audits, and issue resolution.
  • Guide the development of performance measures, dashboards, and benchmarking tools to monitor the effectiveness and financial return of municipal parking programs.
  • Identify and implement operational efficiencies, customer service enhancements, and innovations in service delivery.
  • Liaise with private property owners, third-party vendors, local BIAs, and the public to support collaboration, service agreements, and complaint resolution.
  • Stay informed on emerging market trends, technology, and policy changes that may influence parking strategy, infrastructure, or business partnerships.

 

Skills and Qualifications

  • Post-secondary degree or diploma in Business Administration, Public Administration, Urban Planning, Transportation, or a related field.
  • Minimum 5–7 years of progressive experience in municipal parking, contract management, public service operations, or business development.
  • Strong knowledge of parking services operations, including revenue models, vendor management, and service-level agreements.
  • Demonstrated ability to lead cross-functional teams and manage complex vendor relationships.
  • Experience in contract negotiations, procurement processes, and compliance monitoring.
  • Proficiency with data analysis, performance measurement, and reporting tools.
  • Strong communication and interpersonal skills, with the ability to liaise with internal and external stakeholders at all levels.
  • Understanding of municipal policy, urban mobility trends, and enforcement-related service models is an asset.
  • Familiarity with parking technology platforms and smart infrastructure considered an advantage.
  • A valid Ontario Class G driver’s licence and the ability to attend locations throughout the city as required.
