Job Summary

The Manager, Municipal Waste Management Services leads the development and delivery of the City’s waste collection services, overseeing waste collection planning and operations, contracted service providers, by-law enforcement, container inventory, customer service, and continuous improvement initiatives.

 

This role is accountable for service performance, budget stewardship, and risk management, and works closely with Council, internal partners, the Region of Peel, contractors, and the community to deliver safe, reliable, and responsive waste collection services.

Duties and Responsibilities

  • Lead strategy and service excellence: Set direction for municipal waste management and collection services, aligning long-term plans with Council priorities, legislative requirements, and evolving environmental, technological, and economic conditions.
  • Oversee operations and contracted services: Plan and deliver waste collection services; manage contractor performance and complex service arrangements; resolve escalated operational issues and service level concerns.
  • Drive program development and continuous improvement: Lead operational planning, pilots, and transformational initiatives; oversee outreach, education, and participation programs that support diversion and proper program use.
  • Ensure compliance, safety, and resilience: Oversee by-law enforcement; ensure operations adhere to applicable legislation, regulations, policies, and procedures; lead contingency and emergency response planning for major disruptions.
  • Manage budgets and performance: Direct annual operating and capital budgets, multi-year forecasts, and KPI reporting to ensure quality, value, and timely service delivery.
  • Build strong partnerships: Work across City divisions and with the Region of Peel, other municipalities, contractors, community partners, and Council to address issues, support governance, and advance service improvements.
  • Lead and develop teams: Hire, coach, mentor, and performance-manage a multidisciplinary workforce; foster a collaborative, inclusive, service-oriented culture.

 

Working conditions

  • Primarily office-based with regular computer work (planning, reporting, budgeting, analysis).
  • Periodic field/site visits to observe operations, meet contractors, and support issue resolution (outdoor environments, noise/traffic/odours, and variable weather).
  • High focus and judgment required to manage competing priorities, deadlines, and escalated issues.
  • Extended availability/on-call support may be required during critical incidents or major service disruptions to ensure continuity of essential municipal services.

Skills and Qualifications

  • Degree or diploma in engineering, planning, or a related field, plus substantial progressive experience in municipal waste management/collection (or an equivalent combination of education and experience).
  • Professional designation (asset): P.Eng. (Professional Engineers Ontario) or C.E.T. (OACETT).
  • Minimum of five (5) years of progressive management or supervisory experience, preferably in a municipal environment.
  • Demonstrated knowledge of municipal waste collection operations and best practices, municipal government processes, and by-laws.
  • Strong understanding of environmental/waste legislation, policies, guidelines, and initiatives.
  • Experience in contract management, including bonding, security and warranty execution, contract negotiation, contractor performance reporting, and monitoring, would be an asset.
  • Demonstrated ability to lead, coach, mentor, and performance-manage diverse teams; build culture, engagement, and inclusion.
  • Proven strategic thinking, analytical decision-making, and complex problem-solving skills, including negotiation, conflict resolution, and change leadership.
  • Excellent written and verbal communication skills, including presenting complex issues with tact and diplomacy to varied audiences (including Council/stakeholders).
  • Strong financial and administrative capability, including budget development and oversight.
  • Comfort applying information technology tools and using performance metrics to drive improvements.

Salary: $137,906.00 - $183,874.00
