Job Summary
Reporting to the Senior Manager Financial Operations & Strategies, the Manager, Accounting and Accounts Payable provides strategic and operational leadership for the City’s financial reporting and transactional finance functions. This role ensures accurate, timely, and compliant financial reporting, oversees accounts payable and commodity tax activities, and leads continuous improvement initiatives that enhance the quality, efficiency, and value of finance services across the organization
Duties and Responsibilities
• Lead the City’s year-end close, external audits, and preparation of consolidated financial statements for the City and related entities.
• Serve as the primary liaison with external auditors and manage contracts with financial services vendors.
• Provide oversight of accounting and accounts payable operations, including vendor payments, expense reimbursements, PCard program, and payment authorizations.
• Ensure compliance with corporate policies, bylaws, public sector accounting standards, and CRA requirements, including HST reporting and audits.
• Establish and maintain strong financial controls, policies, and procedures to safeguard City assets.
• Lead monthly, quarterly, and annual financial reporting for senior leadership, Mayor, and Council.
• Manage, coach, and develop a team of supervisors and specialists; oversee workforce planning, performance management, and staff development.
• Partner with Information Technology and departments to drive system enhancements, process improvements, and efficiency initiatives (e.g., SAP, Concur).
• Lead the City’s response to changes in public sector accounting standards and provide guidance on complex financial transactions.
Skills and Qualifications
• Post-secondary degree in Accounting, Business, Economics, or a related field.
• Professional accounting designation (CPA, CA, CGA, or CMA) preferred.
• Minimum five (5) years of progressive experience in accounting or financial management, preferably in a municipal or public sector environment.
• Strong knowledge of financial reporting, public sector accounting standards, internal controls, and commodity tax requirements.
• Demonstrated leadership experience with the ability to coach, develop, and engage high-performing teams.
• Advanced analytical, organizational, and problem-solving skills with the ability to manage multiple priorities and deadlines.
• Proficiency in Excel and financial systems; SAP experience is an asset.
• Excellent written and verbal communication skills with the ability to collaborate across departments and with external stakeholders.
Hourly Rate/Salary: $ 114,677.00 - $ 152,905.00
