The Infrastructure Systems Specialist is part of the Planning & Building (P&B) Business Systems team, responsible for administering, optimizing, and enhancing a portfolio of enterprise business systems that support critical planning, permitting, and development services. The role operates within an increasingly cloud‑hosted environment and serves as the primary technical liaison between business stakeholders, IT, and solution vendors. A strong focus is placed on system stability, integrations, data governance, analytics, and continuous improvement.
Duties and Responsibilities
System Administration & Operations:
- Manage day‑to‑day operations of assigned P&B systems, providing ongoing support to business users in partnership with IT and vendors.
- Administer system configurations, user provisioning, role‑based access controls, and environment management across cloud‑hosted SaaS and on‑premise platforms.
- Monitor system stability, data integrity, and performance; escalate issues as required and ensure stakeholders remain informed.
Integrations, Releases & Testing:
- Act as the technical liaison for inbound and outbound system integrations, translating business requirements into technical specifications and validating integration behaviour.
- Coordinate vendor resources through testing, defect resolution, and implementation activities.
- Lead User Acceptance Testing (UAT) for system releases and enhancements, including test planning, defect tracking, and stakeholder sign‑off.
- Oversee regular system updates to ensure timely, accurate, and controlled deployments.
System Enhancement & Project Delivery:
- Research, analyze, and recommend improvements for P&B systems and the P&B Data Warehouse.
- Develop and execute project plans for system enhancements or new implementations in collaboration with subject matter experts, IT, vendors, and partner departments.
- Conduct business reviews, system assessments, and business process design to support new solutions and improvements.
Data Governance, Analytics & Process Improvement:
- Support data governance and stewardship practices, including data quality monitoring, configuration alignment, and privacy compliance.
- Develop and maintain data dictionaries, lineage documentation, and integration/data mapping records.
- Collaborate with stakeholders to design dashboards, reports, and performance metrics.
- Identify opportunities to streamline and automate processes using analytics and process mapping methodologies.
Documentation, Training & Change Management:
- Maintain system, configuration, integration, and technical documentation, as well as scripts and training materials.
- Provide training and knowledge transfer to P&B and IT partners.
- Support technology‑related communications and change management activities across the department.
- Stay current with industry standards, best practices, and emerging technologies; adhere to City policies and governance requirements.
Skills and Qualifications
- Undergraduate degree in Computer/Information Technology, Information Systems, or a related discipline.
- Minimum five (5) years of experience in enterprise systems administration, business systems analysis, or technology implementation.
- Advanced proficiency with Microsoft Suite, SharePoint, Power Apps, Power Automate, Power BI, SAP Business Objects, and Crystal Reports.
- Experience with Oracle SQL and SQL Server, including writing SQL for troubleshooting, data validation, cleansing, and analysis.
- Working knowledge of cloud‑hosted and SaaS platforms, enterprise integrations (REST/SOAP APIs), and web application architecture.
- Familiarity with scripting languages such as HTML, JavaScript, Python, or PowerShell.
- Strong analytical, reporting, and problem‑solving abilities.
- Understanding of project management methodologies and the software development lifecycle.
- Knowledge of agile, LEAN, and continuous improvement practices.
- Excellent communication, presentation, and stakeholder‑management skills.
- Ability to manage confidential and sensitive information in compliance with MFIPPA.
- Experience in Planning & Building or land development systems is an asset.
Hourly Rate/Salary: $ 49.16 - $ 65.54
