Job Summary
Reporting to the Manager, Environmental Site Management & Compliance, the successful candidate will perform the review of environmental reports and provide comments with respect to the environmental condition of lands for various planning applications made under the Planning Act from on behalf of the City of Mississauga. Such reviews are based on supporting the City’s environmental policies and Provincial regulations, standards and guidelines, to ensure the lands are suitable for their intended use prior to development proceeding. Responsibilities include keeping track of hours spent in the review of each file, providing sound technical comments by the due dates, attending meetings with applicants and/or their consultants and/or responding to phone calls or emails from them to help explain the environmental requirements they need to meet. This role also includes liaising with staff from other City departments and divisions to understand the future use of lands to be dedicated to the City to provide appropriate environmental conditions of approval to be satisfied prior to dedication.
Duties and Responsibilities
- Responsible for the review of environmental reports and providing written comments with respect to the environmental condition of lands, for various planning applications and City projects, which support the City’s environmental policies and Provincial regulations, standards and guidelines, to ensure the lands are suitable for their intended use prior to development proceeding.
- Ensure that any lands being dedicated to the City (e.g., parkland, road allowances, etc.) meet the applicable Site Condition Standards in accordance with Ontario Regulation 153/04 (O. Reg. 153/04) for the intended land use.
- Liaise with other City Divisions to understand the future use of lands to be dedicated to the City to provide appropriate environmental conditions of approval to be satisfied prior to dedication.
- Assist the Manager, Environmental Site Management & Compliance with providing standardized environmental clauses to insert into development and subdivision agreements.
- Responsible for the collection of peer review fees from applicants and the procurement of peer review consultants to review air quality/odour assessment reports and risk assessment reports on behalf of the City; summarize key recommendations into formal comments back to the applicant as conditions of approval.
- Keep track of environmental obligations in development and subdivision agreements, including the review, collection and return of financial securities held within these agreements.
- Provide clear and concise answers to inquiries from the public, consultants, and applicants by phone, email and in person regarding environmental technical matters relating to development applications.
- Keep track and record amount of time spent in the review of each application.
- Provide input into the development and updating of the City’s standards, policies and By-laws regarding environmental issues
- Develop and implement continuous improvement initiatives relating to the position’s role and responsibilities.
- Provide functional guidance, training, technical advice and support to co-op students throughout the year, where applicable.
- May assume additional responsibilities in Manager’s absence.
- Performs other duties as assigned.
Skills and Qualifications
- Successful completion of a three-year Environmental Engineering Program and a C.E.T. or C.Tech. designation or a three or four-year Environmental Science or Engineering Program at an accredited education institution.
- Working knowledge and understanding of environmental legislation including, but not limited to, the Environmental Protection Act and Ontario Regulation 153/04, as amended, Ontario Regulation 406/19 (On-site and Excess Soil), Reg. 347 (Waste Management) and Ontario Regulation 903 (Wells) is required.
- Previous work experience in the preparation of Phase One and Phase Two Environmental Site Assessments, Risk Assessments, Remedial Action Plans, Ministry of the Environment, Conservation and Park's administrative requirements to file a Record of Site Condition is strongly preferred.
- Previous field experience in conducting environmental intrusive testing and assisting with the preparation of reports for Phase One and Phase Two Environmental Site Assessments, Risk Assessments and/or oversight of remedial activities to remove or treat impacted soil and groundwater would be strongly preferred.
- Must have experience with Microsoft Office (i.e., Word, Excel, PowerPoint) and experience in spreadsheet and database applications for data management analysis and reporting.
- Excellent written and verbal communication skills and awareness of other communication tools are strongly preferred.
- Must demonstrate the ability to work effectively both independently and as a member of a team, and have strong analytical, organizational and problem-solving skills.
- Must demonstrate proven ability to set priorities, plan and execute a variety of tasks to meet critical deadlines.
- Should have the ability to travel between various sites and facilities located across the City of Mississauga. A valid Ontario Class G driver's license is required to operate a City vehicle.
- Previous experience in the preparation of environmental reports, including Phase One Environmental Site Assessments and Phase Two Environmental Site Assessments is strongly preferred.
- Familiarity with entering mapping and database data into geographic information systems (GIS) based software would be an asset.
- An understanding of the Planning Act and various planning application types and review processes would be an asset.
Hourly Rate/Salary: $ 41.93 - $ 55.91
