Job Summary
Join our dynamic HR team as an Employee & Labour Relations Analyst, where you'll play a key role in supporting collective bargaining by providing analytical and administrative support to enable efficient negotiations between the City and the 10 Unions that represent City staff. The Employee & Labour Relations Analyst will participate at bargaining tables and will work closely with team members to co-ordinate the City’s bargaining calendar, manage appointments, adhere to deadlines, create documents, files, maintain notes and records, conduct research, analysis, prepare reports and collaborate with other City staff to gather and analyze important information to support negotiations. This is a high-impact role ideal for a detail-oriented professional with strong analytical skills and a keen interest in collective bargaining and building a Human Resources career with an Employee & Labour Relations focus.
Duties and Responsibilities
Analytical Support
- Conduct research on labour trends, collective agreements, wage comparisons, and workforce data to support negotiations and decision-making.
- Analyze internal data related to compensation, benefits, and workforce metrics to identify patterns and inform strategic planning.
- Prepare reports, charts, and presentations for leadership and for use in collective bargaining.
- Maintain and update various labour relations databases, ensuring accuracy and completeness of records.
- Assist with costing proposals and developing data models to support bargaining strategies.
Collective Bargaining
- Participate at collective bargaining tables by providing administrative and analytical support to the Chief Spokesperson and other bargaining team members to enable efficient negotiation processes and informed decision making.
- Create and manage documents, including all notes of discussions, records of bargaining proposals, agreements and other memoranda.
- Maintain accurate records and notes from meetings, clearly outlining the attendees, matters discussed, dates, times, items for follow-up and documents shared amongst the parties.
- Assist in the preparation of reports, proposals, written agreements and settlement documents.
Research and Collaboration
- Assists with the collection of research into a wide variety of issues impacting collective bargaining, gathering information and data to support informed negotiations.
- Works closely with staff across the City to ensure a high degree of collaboration, information sharing and staff involvement in collective bargaining processes.
Coordination Duties:
- Manage calendars and schedule meetings for team members, including collective bargaining sessions and union-management meetings.
- Organize logistics for meetings, including room bookings, virtual platforms, preparation of agendas, and distribution of materials.
- Draft and format documents such as meeting minutes, summaries, correspondence, and presentation materials.
- Maintain confidential digital and physical filing systems for labour relations documentation.
- Track deadlines, deliverables, and follow-ups associated with labour relations activities.
- Process invoices and expenses related to external vendors or facilitators supporting the Labour Relations team.
- Serve as a liaison for internal and external stakeholders on scheduling and documentation matters.
- Other duties as assigned.
Skills and Qualifications
- Bachelor’s degree in Labour Relations, Human Resources, Business Administration, or a related field.
- 2+ years of experience in an administrative or analytical role, preferably in a unionized or HR environment.
- Strong analytical skills with the ability to interpret and present data clearly.
- Strong administrative skills with an ability to plan, organize and respond to competing demands under tight time frames.
- Experience in labour relations, collective bargaining or working with representatives of a trade union is considered a valuable asset.
- Team-oriented and skilled at working within a collaborative environment.
- Exceptional ability to organize and prioritize work without losing sight of the details.
- Proven ability to manage multiple priorities with accuracy and confidentiality.
- Proficient in Microsoft Office (Excel, Outlook, PowerPoint, Word); experience with HR systems or data analysis tools is an asset.
- Excellent written and verbal communication skills.
- Strong adaptability and resourcefulness.
- Ability to travel within the City of Mississauga and attend meetings in person and virtually is required.
The City believes strongly in healthy bargaining; however, due to the nature of the collective bargaining process, this position will require some late working hours.

Hourly Rate/Salary: $ 37.96 - $ 50.61 (Salary Grade D $69,080 - $92,107)
