Job Summary
Provide strategic leadership in the area of Municipal Finance by directing the Finance Division to ensure the long-term financial health of the City in the delivery of the City’s strategic plan and provision of municipal services. Fulfill the statutory requirements of the Deputy Treasurer as defined in the Municipal Act. Work with the Commissioner, Corporate services, CFO & Treasurer on the City’s budget and business planning process and provide direction on the City’s long-term financial plans and strategies. Provide timely and accurate financial reporting, financial risk management strategies, investment and debt management policies, and oversee all accounting functions. Represent the City on financial matters at Council, other agencies/organizations and public meetings. Lead the Finance Division to ensure quality financial services are provided to support the delivery of all City Services.
Duties and Responsibilities
- Develop short and long-term corporate financial principles, policies and plans, to ensure the long-term financial health of the City of Mississauga.
- Work with the Commissioner, Corporate services, CFO & Treasurer on the City’s budget and business planning process.
- Direct the preparation of the City’s four-year business plan and budget, and ten-year capital forecasts, in alignment with Mayoral directives and the City’s strategic plan.
- Fulfill the Municipal Act statutory requirements of the Deputy Treasurer.
- Direct and manage Development Charges By-Law reviews and on-going administration of the Development Charges By-law.
- Direct the delivery of Corporate Financial Services, (Banking services, Accounting, Payroll and Accounts Payable), to the overall corporation.
- Direct the management of the City’s investment portfolio, cash management and debt issuance and management policies.
- Engage all stakeholders, internal and external, to understand and meet their financial needs and objectives from the City.
- Ensure on-going communication to all stakeholders of the City’s financial policies and objectives, and the value for money received from City services.
- Liaise and advise on emerging financial issues and develop plans through strategic management sessions and discussions with the Leadership Team and the Mayor and Council.
- Oversee preparation of corporate financial reports, including annual audited financial statements.
- Prepare written reports as required by Mayor and Council, Commissioner and Leadership Team.
- Recommend short and long-term corporate financial plans and strategies to the Leadership Team.
- Direct the City’s corporate budget monitoring and reporting process.
- Administer the day-to-day operations of the Finance Division and set divisional priorities.
- Represent Finance at Council and Budget Committee meetings, various staff committees, meetings with other agencies/ministries and meetings with members of the community, on municipal financial matters.
- Maintain up-to-date knowledge of changes in legislation that can affect long-term municipal financial position and advise on appropriate actions to be taken.
- Be accountable for all programs, projects and undertakings of the Finance Division.
- Motivate and promote staff through performance management, coaching and identification of training needs.
- Perform other duties as assigned.
Skills and Qualifications
- University degree in Commerce, Business Administration or Economics and a professional accounting designation (CPA – CMA, CGA or CA).
- A minimum of 10 years of related experience in a Corporate setting, including specific experience in corporate business planning and budgets, short and long-term strategic financial planning and policy development and accounting. Government / Municipal experience considered as an asset.
- Excellent strategic, analytical, problem-solving and interpersonal skills to deal with the Mayor, Members of Council, City Manager, City staff, stakeholders and the public.
- An innovative thinker with advanced communication and presentation skills.
- Demonstrated ability to work well with people and have the ability to motivate and direct staff in a team environment.
- Exposure to computer keyboards and screens. Primarily office environment.
Hourly Rate/Salary: $ 185,671.00 - $ 247,562.00
Hours of Work: 35 - Hybrid office environment with regular attendance at City Hall as per City policy (onsite presence 3 days a week)
