Job Summary

The Health & Safety Consultant, under the leadership of the Manager, Safety, is responsible for the development of the City’s Health and Safety Management System and associated implementation plan.  This involves collaboration with various stakeholders including internal clients to develop City policies and consult and advise on client specific operating procedures and guidelines to ensure the City meets all Health and Safety legislative and industry standards.

Duties and Responsibilities

•    Develop a city wide health and safety management system inclusive of corporate policies, operating procedures and training to align with the identified Accredited System . 
•    Regular review and update of Safety policies ensuring alignment with Health & Safety Management System.
•    Collaborate with the Health and Safety Specialists to align corporate health and safety programs and policies in the operational divisions.
•    Conduct a gap analysis on existing safety program and develop risk based implementation plan to proactively identify safety improvements to ensure compliance in all regulations and applicable industry standards. 
•    Stay current on Occupational Health & Safety industry trends, research and best practices.  Proactively apply learnings to continuous improvement plans for the internal Health & Safety Management System.
•    Develop and implement an internal assessment program for monitoring the execution of the health and safety program within the City. 
•    Review and monitor legislative requirements as it relate to Occupational Health and Safety
•    In coordination with the Health & Safety Specialist and client division implement the Health and Safety System improvements across the City.
•    Coach and mentor the Safety team on developing and maintaining Health and Safety Management Systems 
•    Work cross functionally across the City with various stakeholders and divisions to build the safety program

Skills and Qualifications

•    Post-secondary education in Occupational Health and Safety or related discipline. 
•    5+ years of experience in leading health and safety initiatives in a multi-site organization.
•    Extensive knowledge of relevant legislation, such as the Workplace Safety and Insurance Act, Human Rights Legislation, and Occupational Health & Safety Act.
•    Understanding of applicable standards including CSA, ANSI, UL and NFPA.
•    A Canadian Registered Safety Professional (CRSP) or Certified Health & Safety Consultant Designation (CHSC) would be considered an asset 
•    Experience in developing, maintaining and auditing accredited systems (ISO 45001, Ontario COR, CSA Z45001)
•    Excellent technical writing skills, capable of expressing complex ideas in a simple, clear, accurate manner. Superior report writing abilities with a focus on creating clear, concise policies, procedures, and reports paying close attention to detail. 
•    Strong ability to work cooperatively, effectively, and collaboratively with individuals from various work units and across different departments within the Corporation. 
•    Experience in consulting, project management and strategic planning.
•    Experience working in both a union and non-union environment.

Hourly Rate/Salary: $ 47.72 - $ 63.63 (Based on Salary Grade F $86,858 to $115,812)
