Duties and Responsibilities
•Enhances the Total Rewards continuous improvement philosophy by providing technical expertise in the area of benefits and policies for Total Rewards.
•Lead multiple benefits & rewards projects and initiatives simultaneously including; Benefits plan changes, Union agreement implementation, Request for Proposals (RFP), Legislative changes, Policy/Process reviews. Responsible for identifying all requirements, partnering with IT on system updates & testing, managing timelines and making recommendations for change, as well as implementing and communicating the changes.
•Be open to continuous learning and being a subject matter expert in benefits with a strong understanding of the industry including trends, concepts, policies, procedures and best practices; provide guidance to HR staff regarding Total Rewards policies and escalated benefits inquiries.
•Have benefits experience, knowledge and analytical skills to interpret the City’s benefits contracts and Union collective agreements and to perform a variety of audits on the City’s benefit plans to ensure that plans are administered as per Contract.
•Responsible for benchmarking of data, evaluating market competitiveness, researching best practices and analyzing the information to provide recommendations that align to the Benefits and Total Rewards strategy.
•Be responsible for the annual establishment of benefits rates, analysis and auditing of monthly invoices and payments.
•Act as the back up for the Benefits Specialist regarding benefits administration and HR Service Hub support
•Possess strong collaborative and interpersonal skills to work effectively with cross-functional teams, HR colleagues, and to act as the liaison with external vendors
•Complete costings, briefing notes and presentations with meticulous attention to detail for various changes to Benefits and Total Rewards policies and initiatives, by researching & analyzing data and market trends in order to recommend changes to Senior Management
Skills and Qualifications
•Minimum of 5 years of relevant HR experience with a specialization in Benefits is required
•In depth understanding of benefits and rewards strategies, practices, and trends.
•Post-secondary education in a relevant discipline (Human Resources, Business, etc.) and/or the equivalent combination of education and/or experience is required.
•5+ years of project management skills and experience with the ability to initiate, co-ordinate and oversee the implementation of solutions while working collaboratively with other team members
•Advanced analytical, research, problem-solving and conflict resolution skills with the ability to identify needs, options, opportunities for change/improvement and solutions
•Proficiency in using a variety of software packages, including Word, Excel, PowerPoint, SuccessFactors and SAP
Hourly Rate/Salary: $47.72 - $63.63 (Grade F Salary $86,858 - $ 115,812)
