Job Summary
The Charity Gaming Analyst will be responsible for reviewing lottery applications and determining if charitable and not-for-profit organizations are eligible to apply for a lottery license. Reviews and audits financial reports, lottery bank accounts to verify information and transactions in the account are executed in accordance with regulations. Provides direction and guidance to ensure licensed organizations follow relevant provincial legislation and regulations including terms and conditions of the lottery license. Monitors disbursements of lottery proceed for eligible uses in accordance with the Criminal Code of Canada and all other applicable statutes. Corresponds with charitable and not-for-profit organizations, the Alcohol and Gaming Commission of Ontario (AGCO) the Ontario Lottery Gaming Corporation (OLG), Ontario Charitable Gaming Association and other stakeholders on all aspects of Charity Gaming including legislation, lottery licensing, policies and procedures.
Duties and Responsibilities
Reporting to the Supervisor, Administrative Services, the successful candidate will work Monday to Friday 8:30 a.m. to 4:30 p.m. in Compliance & Licensing Enforcement
- Possess excellent analytical skills to assess and determine the eligibility of charitable and not-for-profit organizations applying for a lottery license in accordance with provincial regulations
- Monitor and ensure compliance of licensees with relevant Legislation and Regulations including Terms and Conditions of the lottery license
- Laise with charitable organizations and consult with various stakeholders including the Ontario Charitable Gaming Association (OCGA), Alcohol and Gaming Commission of Ontario (AGCO), and the Ontario Lottery Gaming Corporation (OLG) on inquiries and changes to legislation and/or lottery licensing policies/procedures and participate in municipal consultations
- Builds and maintains relationships with stakeholders to support and promote charitable gaming initiatives provides Education and guidance to instruct licensed organizations on the compliance of provincial regulations and lottery licensing terms and conditions
- Investigate public complaints on licensed events and making recommendations to resolve compliance matters directs and monitors disbursements of lottery proceeds for eligible uses in accordance to the Criminal Code of Canada and all other applicable statutes
- Exercise good judgement to identify contraventions that require further investigation by the proper authority (with local police, AGCO or OLG)
- Reviews and audits lottery bank accounts to verify transactions are in accordance with regulations
- Prepare and maintain charitable gaming statistical data with the ability to analyze and identify trends
- Identify continuous improvement opportunities to improve business processes
- Performs other related duties as assigned
Skills and Qualifications
- Post-secondary education and diploma in Business Administration or in a related discipline in analytics, data management and accounting principles or a minimum of 3 years experience in an office administration role and/or equivalent related experience in the Charity Gaming field
- 3-5 years experience in conducting research, data collection, auditing public accounts, and financial management is required
- Proven ability to interpret information, analyze financial reports for accuracy and exercise independent judgement, diplomacy and discretion to evaluate compliance with provincial regulations
- Understanding the basic principles of accounting required to review and verify financial reports and statements Knowledge and understanding of the regulatory framework specifically related to charitable gaming is an asset Attention to detail and accuracy is essential to research, process information and complete varied tasks
- Strong customer service, conflict resolution and critical thinking skills to manage inquiries and confidential information in a clear and concise manner
- Excellent interpersonal and communication skills to work effectively, liaise and exchange information with a broad range of stakeholders at all levels
- Experience in conducting investigations, authoring reports and SOPs
- Must possess organizational and time management skills to plan, assess priorities and perform duties in a timely manner to meet deadlines with minimum supervision
- Proficient in MS Office (Word, Outlook and Excel) SAP, SharePoint, OmniRim, with working knowledge and experience in Charity Gaming programs would be a definite asset
- Valid G driver's licence and the ability to travel as required
