Job Summary

The Accessibility, Policy and Compliance team plays a critical role within the City by providing professional, objective and strategic support on initiatives related to policy development, compliance and operational planning across the City’s facilities portfolio. As the Business Analyst, you will contribute meaningfully to the team’s priorities and the City’s goals. 
Reporting to the Manager, Accessibility, Policy and Compliance, the Business Analyst supports facilities planning initiatives and provides data-driven insights to inform policy development, capital planning and operational decision-making. The role contributes to the development of policies, governance frameworks, business processes and reporting tools that enhance organizational effectiveness, regulatory compliance and service delivery across Facilities and Property Management.

Duties and Responsibilities

Reporting to the Manager, Accessibility, Policy and Compliance, the Business Analyst will be responsible for:
•    Analyze and map business processes, operational workflows and organizational practices to identify opportunities to improve compliance, efficiency and service delivery across the facilities portfolio
•    Support the development, implementation and continuous improvement of policies, procedures, standards and governance frameworks across Facilities and Property Management
•    Develop and maintain key performance indicators, dashboards and analytical reports that support strategic planning, operational decision-making and senior management reporting
•    Conduct research, benchmarking and analysis to support business performance, policy development, initiatives and continuous improvement efforts
•    Facilitate workshops, stakeholder consultations and working sessions to gather requirements, validate findings and support implementation of initiatives
•    Identify potential areas of business performance, compliance vulnerability and risk within Facilities and Property Management and support development of corrective action plans to address identified issues
•    Collaborate with internal partners including Risk Management, Internal Audit, Finance, Legal Services and client groups when conducting business analysis or compliance reviews
•    Lead or support process improvement initiatives and special projects where business or operational analysis have identified inefficiencies or service delivery gaps
•    Provide regular reporting and analysis to senior management on compliance activities, operational performance and policy initiatives
•    Prepare legislative and corporate reporting related to facilities and asset management initiatives including Asset Retirement Obligations, Tangible Capital Assets, Corporate Asset Management Plan and related performance indicators
•    Support the review and continuous improvement of the City of Mississauga’s Asset Management Program and related capital and operating planning processes
•    Perform data quality reviews and analysis to ensure the accuracy and integrity of facilities asset and financial information
•    Lead feasibility studies, cost-benefit analyses and business case development to support facilities planning initiatives and strategic projects
•    Liaise with internal and external stakeholders to support the development of corporate reports, strategic initiatives and business cases related to facilities planning and capital investments
•    Assist the Divisional Business Planning lead with preparation of the Facilities and Property Management Business Plan and annual budget
•    Perform other duties as assigned

Skills and Qualifications

Among the strengths you bring to the role are the following key qualifications:
•    Post-secondary education in Business Administration, Commerce, Auditing or a related discipline
•    Minimum three (3) to five (5) years experience in business analysis, operational analysis, compliance or strategic planning within a large or complex organization
•    Strong analytical skills with demonstrated ability to analyze business processes, operational data and organizational performance and translate findings into actionable recommendations
•    Experience developing procedures, standards or governance frameworks is considered an asset
•    Experience supporting regulatory compliance initiatives or public sector programs is considered an asset
•    Experience developing performance metrics, dashboards and analytical reports using tools such as Excel, Tableau or Power BI
•    Experience utilizing SAP for financial reporting and analysis
•    Experience conducting research, benchmarking and business case analysis
•    Experience supporting or managing strategic or operational projects using project management principles
•    Familiarity with computerized asset management systems (CAMS) such as VFA and computerized maintenance management systems (CMMS) such as INFOR is considered an asset
•    Excellent written communication skills with experience preparing reports, briefing materials and presentations for senior leadership
•    Strong stakeholder engagement and facilitation skills with the ability to work collaboratively across departments
•    Strong organizational and project coordination skills with the ability to manage multiple priorities
•    Advanced proficiency in Microsoft Excel and strong overall computer skills including Word and PowerPoint
•    Knowledge of public sector governance or facilities management practices is considered an asset
•    Certified Business Analysis Professional (CBAP), CCBA, Prosci Change Management Certification or equivalent professional certification is considered an asset
•    Strong political acuity and ability to navigate complex stakeholder environments within a municipal or public sector organization is considered an asset

Hourly Rate/Salary: $ 91,701.00 - $ 122,268.00

Work Location: Civic Centre - 300 City Centre Drive, Mississauga
Work Model: This role follows a hybrid work model, requiring employees to be onsite in the office 3 days per week and allowing remote work for the remaining days. Specific in-office days may be set by the team or department to support collaboration and business needs.
