Business Analyst, Election

Job Summary

Business Analyst, Elections will perform a variety of activities involved in the analysis, planning, implementation and support of technology for the City's 2022 Municipal Election. Activities include: review of business processes; recommend improvements; develop supporting documentation; coordinate logistics for preparation, support and distribution of election equipment; and perform other related duties as assigned. 

Your primary work location will be 300 City Centre Drive, Mississauga.  However, due to Covid-19, most of our offices are currently closed to protect the health and safety of our employees, clients and community. It may be necessary to work remotely or as project activities dictate.

Duties and Responsibilities

 

The successful candidate will report to the Project Manager, Elections. As part of the Information Technology (IT) Division, the candidate will work with various IT teams, interact with the business unit, and comply with City's operational standards.

  • Develop and support the business functions and processes of the Elections Office, to enable successful delivery of the 2022 Municipal Election, as per legislated requirements.
  • Facilitate information gathering and business requirements sessions with stakeholders, to detail business needs, business processes, business rules and scenarios, and performance metrics, for the Elections.
  • Collaborate with the Elections Office and IT teams to identify where and how technology will support the election business processes, and determine/map the associated logistics.
  • Determine quality assurance criteria, test plans, and test cases, and ensure the execution and results consistent with expectations. 
  • Work with testing teams to define the business data requirements needed to support UAT (end-user testing); review test results; and ensure that specifications/requirements have been met. 
  • Work with the Elections Office/IT team to develop and implement training plans, and provide training to the election field workers for them to execute their duties as required on Advance Poll Days and the Election Day. 
  • Cooperate with the City of Mississauga’s IT team to implement election business systems and processes. 
  • Prepare business cases; assist in the development of any required Request for Information/Proposals; and support evaluation of vendor responses.  
  • Collaborate with vendors and co-ordinate validation of election equipment, as per legislated requirements.

Skills and Qualifications

  • Post-Secondary qualifications in Information Technology, Business Administration or related field, with a minimum of two (2) years relevant experience or an equivalent combination of education and experience.
  • CBAP, CCBA or other business analysis designation.
  • Knowledge of computer system technologies (operating systems, standard/commonly used and customized application software, networks, testing tools), Internet and emerging technologies;
  • Experience developing and delivering training using different modalities, to groups of persons with varied technical backgrounds and skills.
  • Sound understanding of project management methodologies and processes, and experience leading project activities.
  • Demonstrated experience developing process maps, use cases, standard operating procedures, user manuals, and test scripts.  
  • Strong facilitation skills and demonstrated experience with quality assurance techniques and change management processes 
  • Strong verbal and written communication skills, including the ability to identify, document and translate business requirements to technical specifications. 
  • Experience in the use of Microsoft Visio or similar business analysis tool is an asset.
  • CAPM, PMP or other project management designation is an asset.  
  • Experience working in an elections environment is an asset.
  • A Level 2- Criminal or Judicial Matters Check (previously Regular CRS) will be required of the successful candidate, as a condition of employment, at their own expense, to verify the absence of a criminal record for which a pardon has not been granted.
