Reporting to the Director, Works Operations and Maintenance (WOM), you will be instrumental in providing business services to the WOM Division within the Transportation and Works Department: 
 

Duties and Responsibilities

 

  • Reporting to the Director, WOM, the Business Advisor  will lead the Division’s continuous improvement and strategic organizational change initiatives.
  • Develops strategic plans to eliminate barriers, optimize opportunities and seek partners if necessary.  
  • Formalizes business plans for inclusion in capital and current budgets.  
  • Identifies and develops master plans and feasibility studies required to meet statutory and corporate requirements within the City of Mississauga.  
  • Reviews and seeks out viable private-sector proposals and develops strategic alliances and partnerships with compatible interest with the City of Mississauga.  
  • Develops an understanding of all divisional operations and business centers to assist in determining what business concepts can be further developed to benefit the City.  
  • Leads projects in business analysis; financial planning, continuous improvement and business process reviews.
  • Prepares reports for the Director, Commissioner and Council as required.
  • Assist the WOM Director and/or WOM Leadership Team in areas related to business analysis, operational efficiency analysis, complex negotiations, and lease versus buy analysis. 
  • Responsible for the management, review and preparation of feasibility studies; business cases; concept papers; briefing notes; and, position papers relating to key business initiatives in the WOM Division.
  • Lead or assist in the management of long-term strategy projects or special projects, including developing RFP’s, project charters and project plans, and related public engagement.
  • Manage the development of innovative proposals for continuous improvement initiatives or new business ideas.
  • Co-ordinate and oversee the WOM Division’s Lean and continuous improvement programs.
  • Oversee market research, and the development of benchmarks and performance measures.
  • Co-ordinate and conduct operational assessments\reviews of lines of business including financial analysis.
  • Provide strategic advice to Director, WOM, and WOM Leadership Team. 
  • Manage the development of business plans for WOM, and provide direction, guidance and support on multiple lines of business within WOM.
  • Provide similar support, as required, to the other Divisions in the Roads Service Area, namely Traffic Management and Municipal Parking, and Infrastructure Planning and Environment, as required.
  • Other duties as assigned
     

Skills and Qualifications

 

  • University degree in Business, Commerce, Public Administration, Political Science or Economics, along with a minimum of three years experience in the development and analysis of business plans/cases, and strategic plans is required. 
  • Post-graduate Masters of Business Administration or Masters in Public Administration\Policy or Professional Engineer is an asset.
  • Lean Six Sigma Black Belt is preferred.
  • Five years Business Advisor experience or equivalent is preferred.
  • Demonstrated ability to establish, maintain and build productive professional working relationships at all levels of the organization and across diverse lines of business.
  • Demonstrated ability to effectively plan and manage projects, handle multiple tasks under pressure, prioritize issues and to produce results in tight timeframes.  
  • Creativity and an ability to generate innovative solutions to business issues is required.
  • Solid knowledge and work experience in the field of financial operations, and/or budget preparation, financial reporting.
  • Demonstrated ability to lead projects with excellent project management skills and demonstrated presentation skills.
  • Strong interpersonal, communication, negotiation and leadership skills are required, as are excellent organizational and problem-solving abilities. 
  • Self-starter with an ability to both work independently, as well as the ability to effectively function in a team environment is a must.
  • Exceptional analytical skills, including the ability to synthesize complex and voluminous information into written reports.
  • Knowledge and understanding of Lean concepts, principles, processes and tools, and extensive experience in conducting Lean reviews and implementing Lean recommendations.
  • Understanding of financial analysis with experience carrying out primary and secondary research and data collection.  
  • Excellent computer skills including superior abilities in Microsoft Office.
  • Working knowledge of different types of databases, their applications and database programs (Oracle Database, MS Access, SQL server or MySQL) is an asset.
  • An understanding of at least one programming language like Java, C++, Visual Basic, PHP is an asset
  • Thinks strategically about business issues with a strong bias for action and business solutions. 
  • Demonstrated competency with re-engineering of business processes, benchmarking and performance metrics is required.
  • Experience managing strategic or operational projects with demonstrated ability to deliver on-time quality results.
  • Knowledge of business practices and procedures of municipal public works operations is an asset.
  • Ability to determine business success factors, and align with municipal benchmarks and key performance measures.
