Job Summary

This position will report directly to the Technical Services Manager and support the following units: Surveys and Inspections, Road Occupancy Permits, Contract Compliance, Permit Administration Services, Storm Locate Process, and Geotechnical and Material Testing Contracts. 

The Business Analyst will use project management methodologies and data analytics to assess legislative/regulatory and municipal requirement impacts to processes, determine technical requirements, and deliver data-driven recommendations. These projects include (but are not limited to) business process development and improvement, systems integrations, financial analysis, agreement/contract negotiation support, and by-law updates. 

Duties and Responsibilities

The Business Analyst will report to the Manager of Technical Services and will:
•    Analyze the impact that legislative/regulatory and municipal requirement changes have to Technical Services operations and deliver projects to mitigate risks and ensure compliance,
•    Coordinate bylaw updates, project activities, liaise with stakeholders, and monitor project progress to ensure timely and effective delivery,
•    Develop and maintain project timelines, milestones, and deliverables for process improvements, Standard Operating Procedures, Technical Services Knowledge Base, Municipal Consent Requirements, etc.,
•    Assist in the creation and maintenance of project documentation, including project charters, scope/requirement documents, and various agreements (Municipal Access Agreements, Dedicated Locator Agreements, etc.),
•    Understand and apply principles and practices related to cash handling procedures and financial analysis to processes,
•    Write corporate reports to the Leadership Team and Committees of Council that impact Technical Services,
•    Monitor project progress and performance, identifying potential issues or areas for improvement,
•    Coordinate regular project status updates and communication with stakeholders, including presentations, reports, and project updates,
•    Contribute to the development and management of budgets and resources under the Technical Services Cost Centres, and
•    Perform other duties as assigned.
 

Skills and Qualifications

.•   University degree in the areas of Business, Commerce, Public Administration/Political Science, or equivalent, along with a minimum of three years’ experience in direct project coordination supporting the delivery of low to medium complexity projects involving multidisciplinary teams. 
•    A solid understanding of project management principles and practices, in line with the Project Management Institute's defined methodology for project delivery processes.
•    Possess strong verbal and written communication skills, as well as active listening, negotiation and persuasion, presentation and conflict resolution skills.
•    Related experience in municipal government, including experience in an operations environment, is preferred.
•    Knowledge and understanding of principles and practices related to cash handling procedures and financial analysis.
•    Self-starter with an ability to both work independently, as well as the ability to effectively function in a team environment. 
•    Knowledge and understanding of Lean concepts, principles, processes and tools, and extensive experience in conducting Lean reviews and implementing Lean recommendations.
•    Experience in carrying out primary and secondary research and data collection, and have excellent computer skills.
•    Demonstrated competency with re-engineering of business processes, benchmarking and performance metrics is an asset.
•    Possession of a post-secondary degree/diploma, or Project Management certification (e.g., PMP) is an asset.
•    1-2 years of team lead or mentorship experience is a plus.

Hourly Rate/Salary: $ 86,858.00 - $ 115,812.00
